Chairman of Hanoi People's Committee requested to improve discipline and financial management

On October 22, Chairman of Hanoi People's Committee Tran Sy Thanh signed and issued Directive No. 16/CT-UBND on the implementation of Directive No. 27/CT-TTg dated September 17, 2025 of the Prime Minister on the implementation of Resolution No. 223/2025/QH15 dated June 27, 2025 of the National Assembly.

To improve discipline and order in state financial and budget management, the Chairman of the City People's Committee requested directors, heads of departments, branches, sectors, organizations, and Chairmen of People's Committees of communes and wards to continue to direct, guide, urge, and inspect agencies, units, and subordinates to strictly implement legal provisions, rectify and strengthen discipline and order in management and use of state financial and budget resources, public investment, public assets, price management and price appraisal. At the same time, strengthen the work of settlement, auditing, inspection, supervision, publicity, transparency; fully and promptly implement the recommendations and conclusions of the State Audit and Inspectorate agencies as stated...

Specifically, regarding the establishment, management, use and settlement of the state budget, the city's departments, branches and People's Committees of communes and wards must strictly implement the provisions of the State Budget Law, financial discipline and state budget; and take drastic and synchronous measures in the establishment, implementation and settlement of the state budget.

Localities and units should rectify and overcome shortcomings and limitations, and improve the quality of state budget revenue and expenditure estimates to ensure they are close to reality, meet requirements and the ability to mobilize and effectively use state budget resources, closely follow the tasks assigned by the City People's Committee, implementation progress and disbursement capacity to proactively propose adjustments and adjustments to estimates, and avoid the cancellation of large estimates.

Along with that, localities and units pay attention to investment preparation, capital establishment, allocation, organization and implementation of investment projects; speed up the implementation and disbursement of annual public investment plans, especially projects using ODA loans; payment for completed volume and settlement of investment programs and projects in accordance with the provisions of law; strictly manage expenditures transferred from the state budget...

Localities and units strictly manage the advance payment of budget expenditures, advance payment of public investment capital from the state budget...; continue to deploy and implement drastic solutions to handle and recover the advance payment that is past the prescribed time limit; handle the responsibility of units and individuals who do not comply with regulations in the management and recovery of budget advances.

In particular, promote thrift practice, combat waste, prevent corruption and negativity; strengthen inspection and examination work, enhance the responsibility of leaders in budget preparation, management and use of the state budget to ensure compliance with the provisions of the law on the state budget.
