Attending the conference were comrade Pham Hong Quang - Member of the Provincial Party Standing Committee, Director of the Department of Construction, and leaders of departments, branches and sectors. The conference was connected online to 130 communes and wards in the whole province.
1,259 projects must change investors
This conference is of special importance, aiming to review and "revive" the entire progress of public investment implementation in the context of Nghe An just switching to two-level local government operations (province and commune, ward).

In 2025, the total public investment capital plan of Nghe An province was assigned by the Prime Minister to be more than 10,215 billion VND. Of which, the province has allocated nearly 9,986 billion VND in detail, and has yet to allocate nearly 230 billion VND.
Regarding the unallocated capital, there is 18.2 billion VND that is no longer needed, the province has sent a document requesting to refund the central budget; 111.6 billion VND from the National Target Program and 100 billion VND to supplement the Ha Tinh - Thanh Thuy expressway project, which has just been assigned by the Prime Minister to be supplemented in June and July 2025.
As of September 30, 2025, the total disbursed public investment capital reached more than VND 4,624 billion, equivalent to 45.27% of the total plan and 50.99% of the capital plan assigned at the beginning of the year, lower than the same period in 2024 (60.26%).
In addition, the province is also disbursing VND973 billion from the concentrated public investment plan of previous years extended to 2025; to date, more than VND319 billion has been disbursed, reaching 32.79% of the plan.

Thus, although Nghe An's disbursement progress is equivalent to the national average, compared to the target assigned by the Prime Minister to strive to achieve 100% of the plan, the province still has a large gap.
One of the main reasons identified is that from July 1, 2025, Nghe An will officially operate a two-level local government. This conversion is an important reform step in the organizational apparatus, but in the initial stage, many difficulties have arisen, especially in the management, operation and disbursement of public investment capital.

Through review, the whole province currently has 1,350 projects assigned capital plans for 2025; of which, only 91 projects are not affected by the transfer when implementing two-level local government, with a capital plan of more than VND 2,548 billion.
Meanwhile, there are up to 1,259 projects that have to change investors due to changes in organizational models, with a total planned capital of nearly 3,092 billion VND. These projects are currently handed over to the departments of: Construction, Agriculture and Environment, Health, Culture, Sports and Tourism, the Provincial Project Management Board for Investment in Construction of Civil and Industrial Works and the People's Committees of communes and wards.
In addition to the subjective difficulties caused by the change of the administrative model, Nghe An also faces many objective factors. Unusual weather and continuous rain and floods in recent times have seriously affected the construction progress, quality of works and material transportation.

The supply of construction materials was disrupted when many sand and stone mines had to temporarily stop exploitation; meanwhile, roads were severely damaged, making transportation difficult. Notably, there was a shortage of labor because most of the workforce was involved in overcoming the consequences of storms and floods.
Faced with that reality, the conference comprehensively assessed the process of transferring investors and the activities of project management boards, specifically identified difficulties in implementation organization, and thereby proposed feasible and drastic solutions to achieve the highest target of disbursing public investment capital in 2025.
Review and "re-stir" the entire disbursement progress
At the meeting, Vice Chairmen of the Provincial People's Committee Nguyen Van De and Hoang Phu Hien also discussed specific contents to speed up the disbursement of public investment capital in general and some specific projects and works.


Concluding the province-wide online conference on promoting public investment disbursement in 2025, Chairman of the Provincial People's Committee Le Hong Vinh clearly analyzed the direct impact of public investment disbursement progress on Nghe An's GRDP growth; at the same time, he shared the difficulties of investors, especially at the commune level after operating a two-level local government.
Emphasizing that there are less than 3 months left to complete the target of disbursing 100% of the capital plan as directed by the Prime Minister, the Chairman of the Provincial People's Committee requested all levels and sectors to make the greatest efforts to complete the task.

On that basis, comrade Le Hong Vinh gave many specific instructions to the projects and the regional Project Management Boards (PMUs). He assigned the Department of Home Affairs to coordinate with the Provincial People's Committee Office to advise the Standing Committee of the Provincial Party Committee to consider, mobilize and appoint leaders in charge of the missing regional PMUs. At the same time, relevant agencies must closely monitor the situation, promptly remove difficulties, and ensure the handover of records, documents and works in accordance with regulations.
In principle, the provincial level will have no more than 3 project management boards, so the current 20 regional project management boards of the province will not be maintained for a long time. Therefore, the boards need to proactively review and complete documents to prepare for handover.
After completing the transfer of works and projects to the new investor, the Provincial People's Committee will review and reassign staff: One part will be transferred to the commune level, the rest will be transferred to the three provincial project management boards.
During the transition period, regional project management boards must continue to operate, report regularly, ensure salary regimes, party cell activities, and stabilize the organization until the handover is completed.

The Chairman of the Provincial People's Committee also requested that communes, after being assigned as investors, must urgently review all projects in the area. Any project that meets the conditions and has capital sources should proactively hire specialized project management boards to act as management consultants. Management costs must be adjusted and fully updated in the budget to ensure compliance with financial regulations.
Comrade Le Hong Vinh assigned the task to the regional project management boards and new investors to urgently complete the handover of files, documents, and workload; ensuring strict compliance with both legal procedures and the site. Prioritize the handover and acceptance of projects with capital plans for 2025 and projects extended from the previous year to continue construction and disbursement.
For departments and branches, the Chairman of the Provincial People's Committee requested to complete legal procedures when receiving projects; review and evaluate the level of necessity and ability to mobilize resources to decide on projects to implement.
Investors not affected by the model conversion need to speed up construction progress, complete documents, and remove difficulties to ensure progress. For newly accepted investors, it is necessary to make detailed implementation plans by week and month, including the following contents: Legal documents, compensation progress, site clearance, construction progress, volume and disbursement. Each unit must clearly assign responsible leaders, increase on-site inspections, urge contractors and consultants to speed up progress.
The Chairman of the Provincial People's Committee noted that units with large capital volumes to be disbursed in the last 3 months of the year must concentrate maximum human resources and direct resolutely to ensure the disbursement progress as committed. The People's Committees of communes and wards are required to resolutely carry out site clearance work, not allowing the operation of two-level government to slow down the project implementation progress.
The Department of Finance is assigned to review, adjust, and transfer capital from slow-disbursing projects to projects with good progress; at the same time, advise on transferring investors to weak units that do not ensure capacity.
Investors who do not seriously implement and progress poorly will not be assigned more projects in the coming period. The Department must also urgently advise on adjusting the 2021-2025 medium-term public investment plan, speeding up payments, advances, and refunds for ongoing projects.

Specialized management departments such as Construction, Agriculture and Environment are required to step up administrative procedure reform, shorten the time for project appraisal, approval and adjustment; and at the same time review and propose amendments to inadequate legal regulations that hinder the implementation of public investment.
As for the Department of Agriculture and Environment, the Chairman of the Provincial People's Committee assigned timely guidance to communes and wards to remove difficulties in site clearance, and at the same time work with localities related to the Ban Mong Lake project to speed up resettlement progress.
For the National Target Programs, the Department of Agriculture and Environment together with the Department of Ethnic Minorities and Religions monitor and urge the handover of projects, guide the commune level to establish the Steering Committee for the National Target Program; review the disbursement capacity of each project, and advise on capital adjustment to ensure the achievement of the province's overall disbursement target.

In addition, the Chairman of the Provincial People's Committee requested to continue paying attention to overcoming the consequences of natural disasters; at the same time, ensuring the regime and policies for the staff of the Regional Project Management Boards, maintaining the spirit and responsibility to join the whole province in completing the target of disbursing public investment capital in 2025.
