Bac Ninh: Basically completed site clearance for Cam Ly railway bridge project

BAC NINH - According to the direction of comrade Vuong Quoc Tuan, alternate member of the Party Central Committee, Chairman of the People's Committee of Bac Ninh province at the on-site inspection on September 3, the work of compensation, site clearance and resettlement for the Cam Ly railway bridge project (Km24+134 Kep-Ha Long route) must be completed in September 2025. By October 1, the relevant localities had basically completed the proposed plan, but there were still some problems that needed to be further resolved.

Implementing the direction of the provincial leaders, communes and functional agencies have actively propagated and mobilized people, and promptly resolved arising recommendations and proposals.

People in Quynh Do village, Bac Lung commune, dismantled the construction and moved their assets to a new place.

In Bac Lung commune, compensation has been mobilized, paid, and disbursed to 21/22 households with residential land and houses subject to recovery with a total amount of 17 billion VND. Many households have voluntarily dismantled and handed over the site before receiving resettlement land. There is currently one case in Quynh Do village that has not agreed to receive money because it requested additional support for assets on the land in the traffic corridor (sales kiosk, car warehouse). The commune is continuing to propagate and mobilize; if they do not comply, a coercive plan will be developed according to regulations. In Cam Ly commune, the mobilization work has been completed, 3/3 of the related households received money on the morning of September 30.

Up to now, the project site clearance work has reached 97.3%, a sharp increase compared to the time when the Provincial People's Committee Chairman inspected (only reached 80%, mainly public land and agricultural land). According to the Luc Nam Land Fund Development Center Branch, the remaining cases will be handled beyond the prescribed time limit, on that basis, a coercive plan will be developed in accordance with legal procedures.

Regarding resettlement work, Luc Nam Commune People's Committee and Luc Nam Construction Investment Project Management Board are urgently constructing a power station and pulling wires at Chu Dien Residential Area No. 1.

Cam Ly railway bridge project (Km24+134 Kep-Ha Long route) is expected to be completed by the end of this year.

Due to the impact of storms and rains, the construction progress has been delayed, but the basic technical infrastructure items have been completed and are eligible to hand over resettlement land to households. Currently, households have been invited to receive land handover on the field; the issuance of land use right certificates will be carried out after the entire project is accepted, expected to take about 1 month.

Thus, the site clearance work was basically completed according to the direction of the Chairman of the Provincial People's Committee, but during the construction process, the contractor dug a large trench on the old roadbed but did not immediately fill and compact the soil, affecting the lives of people, especially businesses, and posing a potential risk to traffic safety.

According to the reflection, the reason is due to the prolonged rainy weather. However, this has caused mixed reactions, some households who had agreed to hand over the site now require the contractor to commit to construction immediately after digging the ground before continuing with the handover. Therefore, it is recommended that the investor work with the construction unit to agree on appropriate construction methods, ensuring the quality of the project, and minimizing the impact on people's lives.

It is known that the Cam Ly railway bridge construction project at Km24+134 on the Kep-Ha Long route is invested by the Railway Project Management Board ( Ministry of Construction ). The total implementation cost is nearly 800 billion VND from the central budget.

The starting point of the project intersects with National Highway 37 at Km16+872 in Cam Ly commune; the end point is at Km20+139 in Bac Lung commune. The total length of the route is about 3,267 m. The scale of investment and construction includes a level III plain road, 2 lanes, 12 m wide roadbed; construction of a new Cam Ly road bridge unit (parallel to the current Cam Ly bridge) for exclusive exploitation of road traffic and a railway overpass on the Kep - Ha Long railway line.

The project is being built to separate the bridge for road vehicles that do not share the railway, minimizing the impact on railway operations and exploitation; gradually completing National Highway 37 according to the plan. The project is expected to be completed by the end of this year.
