Chairman of the Provincial People's Committee Phan Huy Ngoc listened to the report on site clearance and construction progress of Tuyen Quang - Ha Giang Expressway.

On the morning of August 6, comrade Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, had a working session with a number of departments, branches, construction contractors and a number of localities to hear reports on site clearance and construction progress of the Tuyen Quang - Ha Giang Expressway, phase 1, the section passing through the old Tuyen Quang province.

Attending the meeting were comrade Nguyen Manh Tuan, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee.

The working session was connected online to My Lam ward and communes: Yen Son, Ham Yen, Thai Hoa, Phu Luu, Bach Xa.

According to the report of the Provincial Traffic Construction Investment Project Management Board, the entire route has basically handed over 99.98% of the site to the contractor to ensure the route is open. The contractors are implementing 114 construction projects, mobilizing over 1,000 machines and equipment on the construction site; the total construction value to date has reached nearly 1,940 billion VND, reaching 43% of the contract value, 14% behind schedule.

Some of the main difficulties and problems of the Project are that 56 households are still stuck with land acquisition issues; 9 households have not been able to hand over resettlement land; 2 35kV power line locations, 3 0.4kV power line locations and 4 110kV and 220kV power line locations have not been completed yet. In addition, the source of earth filling materials is lacking over 2.3 million cubic meters, construction stones are lacking 0.35 million cubic meters and unfavorable weather and heavy rain have affected the project's construction progress.

At the meeting, the project investor, contractors and relevant departments and branches reported on the coordination to resolve problems related to site clearance, solutions to difficulties in material sources, and relocation of technical infrastructure on the route. Representatives of communes and wards and households with problems in site clearance compensation clearly stated the situation of each case and proposed solutions.

Leaders of the Provincial Traffic Construction Investment Project Management Board reported on the project implementation status.

The representative of the construction unit proposed a number of solutions to remove difficulties and speed up the project implementation progress.

Speaking at the meeting, Standing Vice Chairman of the Provincial People's Committee Nguyen Manh Tuan said that the working attitude of the communes is not resolute, drastic, or decisive; basically, the tasks of compensation and site clearance are at the commune level, so do not push them to the province, avoid responsibility; proactively count, adjust and supplement the items of missing compensation of households; resolutely do not let the situation of policy bargaining...

He requested the project investor to clearly define the progress of each content and specific cases to resolve difficulties in site clearance and resettlement; and regularly coordinate with specialized agencies to resolve difficulties during project implementation.

For construction contractors, it is necessary to focus highly, proactively on human resources, materials and capital for construction and learn from experience in organizing construction in the recent past...

Concluding the meeting, Chairman of the Provincial People's Committee Phan Huy Ngoc requested departments and branches to strengthen coordination, promptly remove and speed up the resolution of problems of investors and contractors related to construction materials. He requested contractors to have specific plans for construction methods and material needs at each stage so that the provincial branches can have plans to support the resolution.

The Chairman of the Provincial People's Committee requested the Provincial Traffic Construction Investment Project Management Board - the project investor, to coordinate with departments, branches and communes and wards to complete reports on each case of problems in compensation and resettlement, clearly identify the time to resolve, the handling plan and coordinate with construction units in implementation. For the 8.1km section of the route to complete the investment of 4 lanes, the investor will soon complete the procedures, striving to start construction on November 15.

Chairman of the Provincial People's Committee Phan Huy Ngoc requested the Provincial Land Fund Development Center to coordinate with the working group of the Department of Agriculture and Environment and My Lam ward to remove difficulties and obstacles to complete the compensation and site clearance work for the My Lam urban area project.
