National target program on cultural development: Focused and key implementation

On the morning of February 28, the Ministry of Culture, Sports and Tourism organized an in-person and online workshop on "Comments on the draft Feasibility Study Report of the National Target Program on Cultural Development for the 2025-2035 period". Comrade Nguyen Van Hung, member of the Party Central Committee, Minister of Culture, Sports and Tourism, chaired the workshop.

Opinions at the workshop focused on the following contents: Comments on the Draft Feasibility Study Report of the National Target Program on Cultural Development for the 2025-2035 period; Comments on the Draft Set of National Criteria for Comprehensive Cultural Development at All Levels; Comments on the orientation for developing a Set of Principles, Criteria, Allocation Rates and Counterpart Capital Rates of Local Budgets to Implement the Program; Proposing specific mechanisms and policies of the Program in Resolution No. 162/2024/QH15 of the National Assembly according to the authority of the locality and according to the functions and tasks of ministries and branches; Proposing coordination and management mechanisms for the Program to be effectively implemented.

Many experts and researchers believe that right from phase 1, it is necessary to clearly identify and prioritize the strong implementation of cultural development goals and solutions in accordance with the needs and actual situation; strengthen the work of preserving and promoting national cultural values as a foundation for sustainable development in the future, building a civilized society and cultured people in the era of national development. Specifically: The system of cultural values, the system of human values, the system of Vietnamese family values are implemented nationwide through codes of conduct; strive for 100% of provincial-level administrative units to have all 3 types of provincial-level cultural institutions; complete the restoration and embellishment of 95% of special national relics; cultural industries contribute 7% of the country's GDP; Strive for 100% of pupils, students and students in the national education system to access and participate in art education and cultural heritage education activities... In addition, the implementation of the program needs to be focused and key instead of being spread out, in accordance with the socio-economic development strategy and resources of each locality.

With the view that culture and people are a solid spiritual foundation, a resource for socio-economic development, an important endogenous strength serving development, in recent years, Quang Ninh province has focused on leadership, direction, and devoted many important resources to invest, build and develop comprehensive culture, creating strong changes with unique marks. The national target program on cultural development, when implemented, will be the basis for the province to continue mobilizing resources, the participation of the entire political system, realizing the goal of building and developing Quang Ninh province with the characteristics of Transparent Administration - Developed Economy - Unique Culture - Civilized Society - Happy People.

Comrade Nguyen Van Hung, member of the Party Central Committee, Minister of Culture, Sports and Tourism delivered a concluding speech at the workshop.

National target program on cultural development for the 2025-2035 period including 7 general goals, 10 component contents, 9 specific target groups by 2030 and 9 specific target groups by 2035. The program was approved by the National Assembly for investment policy in phase 1 according to Resolution No. 162/2024/QH15 dated December 27, 2024 of the 15th National Assembly, with a total minimum implementation capital of 122,250 billion VND. Of which, the central budget accounts for 63%, the local budget is about 24.6%, the rest from other sources. Through the workshop, the Ministry of Culture, Sports and Tourism will fully absorb the opinions and continue to organize workshops in the coming time to complete the report before submitting it to the Government for approval.
