Although in the first 9 months of 2025, Quang Ninh faced many difficulties, implemented many new tasks and important events, however, with the drastic direction of the province, the efforts of sectors, localities, business community... the socio-economic development results of the province continued to achieve many outstanding results.
Specifically, the economic growth rate (GRDP) in the first 9 months is estimated to increase by 11.66%, the highest increase in the past 10 years (every year fluctuates from 8.02% to 10.12%). Of which, the processing and manufacturing industry increased by 24.07% over the same period in 2024; the service sector increased by 15.18%. Quang Ninh has welcomed 17.11 million tourists, an increase of 9% over the same period, of which international visitors are estimated at 3.25 million, an increase of 25% over the same period; total revenue from tourism is estimated at VND 44,250 billion, an increase of 20% over the same period.
After 9 months, the state budget revenue in the province achieved remarkable results, estimated at 51,465 billion VND, reaching over 90% of the central and provincial estimates assigned at the beginning of the year. In particular, bottlenecks in land use fee collection progress have been focused on removing, speeding up progress, large tax and fee revenues have achieved good collection progress. Attracting domestic non-budgetary capital investment achieved high results, reaching over 194 trillion VND, 20 times higher than the same period; total social investment capital is estimated at over 82 trillion VND, up 11.4% over the same period.
Social issues are well and harmoniously resolved; the province focuses on developing culture and people, ensuring social security and fairness, social progress, and improving the quality of people's lives. Quang Ninh maintains its ranking in the group of 10 provinces and cities with the highest number and rate of National High School Students nationwide. Other tasks such as state management of planning, land, natural resources and environment, and comprehensive digital transformation are promoted; site clearance work, implementation of key projects, and motivation are focused on urging and accelerating progress...
However, in addition to the achieved results, there are still some shortcomings and limitations. That is, the GRDP growth rate in the first 9 months is estimated to increase by 11.66% but has not reached the proposed growth scenario. Along with that, the disbursement rate of public investment capital is not high, the progress of implementing new projects is still slow; especially the operation of the 2-level local government in communes and wards still faces difficulties due to some regulations that have not been adjusted appropriately...
At the conference, delegates spent time discussing and clarifying advantages and challenges, and proposing solutions to adjust and promote the removal of difficulties and economic growth in the remaining months of the year.
Concluding the meeting, Comrade Bui Van Khang, Chairman of the Provincial People's Committee, commended and acknowledged the efforts of sectors and localities in implementing socio-economic development tasks in September and the first 9 months of 2025.
In the context of the current volatile world situation, to achieve the target of GRDP growth of 12.5% for the whole year of 2025 according to the Government's Resolution and the province's determination to strive for 14%, in the fourth quarter of 2025, it is necessary to achieve a growth rate of 14.75%. This is a very difficult and challenging task, requiring departments, branches and localities to be proactive, make efforts, make efforts and responsibly follow the assigned tasks based on the proposed scenario.
In particular, it is necessary to focus on leading, directing, and promoting the effectiveness of local government activities at two levels. It is necessary to establish and promote the role of working groups under the Provincial People's Committee to increase support and remove difficulties and obstacles for localities, especially in planning and site clearance.
For sectors and fields, it is necessary to assign, direct and take responsibility for ensuring their growth targets with specific and appropriate solutions and measures. In particular, the agricultural, forestry and fishery economic sector needs to build safe production areas, protect production and increase output; the industrial and construction economic sector needs to continue to grasp the difficulties and obstacles of the coal and electricity sectors to ensure maximum increase in clean coal production. At the same time, it is necessary to strengthen the removal of difficulties for processing and manufacturing enterprises, contributing to promoting growth.
In addition, continue to implement support solutions, remove difficulties and obstacles for investment projects included in the growth plan; completely resolve procedures to carry out construction in the fourth quarter of 2025.
It is necessary to review, speed up the implementation progress and select key projects and works to start construction, inaugurate, and put up signs to welcome the 14th National Congress of the Party on December 19, 2025.
For the service economic sector, continue to focus on immediately implementing tourism stimulus activities, research and pilot implementation of night-time economy; complete the pilot project of smart border gates in Mong Cai (Vietnam) - Dongxing (China) and pilot the Mong Cai - Dongxing cross-border industrial cooperation zone.
Regarding budget collection, strengthen revenue management, review, analyze, and evaluate the progress of each revenue item and each tax, ensure correct, full, and timely collection, and prevent revenue loss.
