Digital transformation will contribute 1-2% to Dong Nai province's economic growth

In the context of the fourth industrial revolution taking place rapidly, profoundly and comprehensively, the Dong Nai Provincial Party Committee has issued timely resolutions to lead and direct all levels and sectors to synchronously deploy many solutions to promote the construction of e-government and digital economy and achieved many very important and quite comprehensive results.

To better understand this field, Nhan Dan Newspaper reporter had an interview with Director of the Department of Science and Technology of Dong Nai province Pham Van Trinh.

Reporter: Could you tell us about the initial achievements in building e-government and digital economy in Dong Nai in recent times?

Comrade Pham Van Trinh: Before the fourth industrial revolution took place rapidly, profoundly and comprehensively, Dong Nai province issued a specialized resolution on digital transformation, linked with administrative reform and e-government construction.

In particular, proactively building and implementing the Long Thanh Concentrated Information Technology Park and identifying it as the core to promote the digital technology industry, attracting high-tech enterprises in priority fields such as chips, semiconductors, data centers, HPC, AI, Big data.

In the work of building the Party and the political system, the application of information technology, electronic party member handbook software, and innovation in organizational forms of activities are being promoted, thereby improving the political capacity, leadership capacity and fighting strength of Party committees and organizations at all levels.

At the same time, administrative reform has achieved many positive results, increasingly better serving the needs of people and businesses. Thereby, contributing to promoting innovation, improving productivity, efficiency and competitiveness of the province. Digital government projects in the fields of security, order, health and education have been effectively implemented.

Thanks to timely decisions, up to now, Dong Nai province's telecommunications infrastructure has been invested in a modern and synchronous manner; 4G/5G network has covered 100% of the central area.

Notably, 50 mobile transmitting and receiving stations in border areas have been built and installed, ensuring coverage for 96% of Border Guard Stations and 85% of populated areas along the border. Provincial and grassroots smart operation centers have been completed.

The province has completed the goal of building e-government, gradually developing digital economy, digital society, and forming digital government; the online video conferencing system from the province to the commune has been invested synchronously, ensuring information security according to regulations.

Over 90% of staff in departments, branches, sectors and People's Committees at all levels have been trained in technology skills and digital transformation. The index of serving people and businesses in implementing administrative centers and providing public services is among the top 10 provinces and cities in the country, and the ranking of the level of digital transformation is among the top 14 provinces and cities.

The province has also won a number of digital transformation awards such as: Smart management and administration city; Excellent digital transformation state agency; ASOCIO 2024 Award for excellent digital government category. After only six months of implementing Resolution No. 57-NQ/TW of the Politburo, 81.4% of key tasks have been completed or effectively implemented, and propaganda and awareness raising work has reached 100%.

Fixed broadband fiber optic telecommunications infrastructure has covered 100% of hamlets and residential groups. The whole province has about 3,600 3G/4G/5G mobile information transmission and reception stations, covering 100% of residential areas, villages/neighborhoods. 100% of cadres and civil servants have computers, broadband fiber optic internet connection and dedicated data transmission network.

Regarding digital government, the whole province has 187,346 public digital signatures of citizens and 10,279 digital certificates issued by the Government Cipher Committee. 100% of administrative procedures have been announced and made public on the National Public Service Portal and the Provincial Administrative Procedure Information System.

Notably, 93% of administrative procedures are carried out regardless of administrative boundaries within the province and 91% of administrative procedure records are processed online. 100% of enterprises use electronic invoices and electronic tax declaration reaches 99%, with e-commerce developing strongly to every household and individual through many forms. Digital society has also made significant progress with 3,970,176 people having electronic health records and 100% of general education institutions deploying online teaching software.

The province has established 1,956 community digital technology teams with 12,906 members, and more than 14,156 people have been trained in digital transformation through courses on the mass open online learning platform.

Reporter: Digital transformation and digital application in building digital government and digital economy is an inevitable trend, but what difficulties is the province facing in actual implementation, sir?

Comrade Pham Van Trinh: Besides the positive results, Dong Nai still has limitations, weaknesses and faces many difficulties in the process of implementing information technology applications and digital transformation, namely: economic growth is not really sustainable, economic structure shift is still slow, added value is not high, not commensurate with potential, the proportion of digital economy is only at 10% of GRDP.

The quality of education and training is not high, there is a lack of high-quality human resources in key areas. The application of science and technology, innovation, and digital transformation has not met requirements, has not become a driving force for development, and there is a lack of foundational industries and core technologies.

Cybercrime and juvenile crime are still potentially complex. Limitations related to digital transformation include: the rate of online public services generating records and the rate of online records in the province is still low, especially at the commune level.

The main reason is that most people are not used to it and have difficulty using computers or smartphones to perform online public services. The province has not yet formed a comprehensive digital platform to serve the direction and administration and a shared digital citizen platform in the entire province.

In addition, the information technology infrastructure is not yet synchronized. Human resources in information technology and digital transformation in state agencies are very thin. Most departments, branches, sectors, and commune-level People's Committees only arrange one civil servant specializing in information technology but must concurrently perform many other tasks.

The province also lacks high-quality human resources and experts, especially in the information technology sector, to manage large-scale information systems. The construction of industry and sector databases has not been implemented vigorously, synchronously, effectively, and lacks connectivity, and cannot be used to collect and analyze to support decision-making.

Basic and advanced skills in information security assurance of the team of specialized digital transformation officers, civil servants, businesses and people are still weak and lacking, and there are no good experts trained in information security working in the province's state agencies.

The reasons for the above limitations are: the general mechanism and policies still have many bottlenecks, causing difficulties in project implementation; intra-regional and regional linkages have not been effective; the state budget sometimes does not meet development requirements; information technology institutions have not kept up with the development of technology, including many new technologies such as AI and Blockchain that do not have guidance documents.

Some other reasons include: The leadership, direction, inspection and supervision of some party committees and authorities are still slow and irregular; awareness and political determination on digital transformation of party committees, authorities and staff, civil servants, public employees, businesses and people have not kept up with practical requirements; management and operation capacity, ability to analyze and forecast situations sometimes do not meet requirements.

Reporter: In the new term, Dong Nai province sets the goal of green, prosperous, civilized, modern development and strives to achieve the basic standards of a centrally-run city by 2030. So, could you tell us what goals the province has set in the field of digital transformation and information technology and what are the solutions to achieve the set goals?

Comrade Pham Van Trinh : The general goal is: to build a clean and strong Party organization and political system in all aspects; to develop digital economy, green economy, circular economy, sharing economy, knowledge economy; to take the lead in developing aviation economy, high-tech industry, high-tech agriculture, logistics centers, science and technology and innovation.

Building Dong Nai to develop green, rich, civilized, and modern; striving to meet the basic standards of a centrally-run city by 2030.

In particular, the goal is to increase the contribution rate of digital transformation to local economic growth, striving to reach about 1-2%; identifying the implementation of the concentrated Information Technology Park in Long Thanh as a nucleus, a driving force for the development of the digital technology industry, thereby attracting high-tech enterprises, creating digital products and services of great value.

Dong Nai province strives to become a center of digital technology industry and develop into a digital center of Vietnam and Southeast Asia.

Domestic enterprises are self-sufficient in technology and play an essential role, accounting for at least 40% of the province's digital technology industrial ecosystem. Attract at least 5 large science, technology and digital technology enterprises/organizations to invest and cooperate in development.

To achieve the above goal, Dong Nai promotes administrative procedure reform, striving to increase the rate of online public service use by people and businesses to 80% or more; the rate of providing online public services for the entire process over the total number of eligible administrative procedures to 100%; the rate of digitalization of records and results of administrative procedure settlement to 100%...

In addition, the province builds a centralized, integrated data warehouse; capable of using digital data and smart analysis tools to promptly make accurate decisions.

The province is also focusing on restructuring and converting the information technology infrastructure into a unified, stable, flexible digital infrastructure, prioritizing the application of cloud computing technology. Deploying IoT infrastructure at a basic level.

The province also implemented solutions to increase the proportion of officials with expertise and experience in science and technology in the leadership team of each state agency and unit to over 25%.

Promote the group of solutions on raising awareness and digital institutions, at the same time promote the development of digital infrastructure and digital data; develop digital platforms and digital human resources. At the same time, promote solutions on digital government, digital economy and digital society and the group of solutions on ensuring safety, network security and responding to challenges.

The final issue is the need to prioritize resources for digital transformation activities, digital government development, and smart cities.

The total cost of digital transformation in the 2025-2030 period is estimated to be more than VND909 billion: of which digital infrastructure accounts for VND530 billion and digital government VND217 billion. At the same time, the Central Government should soon issue and complete legal documents and guidelines on new technologies such as AI and Blockchain to create a solid legal corridor for digital transformation at the local level.

In addition, it is necessary to support resources from national target programs, especially the Vietnam Public Telecommunications Service Fund, to eliminate signal depressions and popularize broadband fiber optic cables to disadvantaged areas; develop policies to support poor and near-poor households to access smart devices and internet services.
