Prof. Dr. Nguyen Quoc Sy - Plasma Physics and Technology scientist, Chairman of VinIT Institute of Technology - believes that to effectively utilize the intellectual team, there must be outstanding individuals, intellectual leaders like the leading birds, gathering and leading in each industry, each field, each project, and at the same time being the person who is politically responsible to the political system and the people of the whole country in their technology field.
“We must discover, train and nurture intellectual leaders to be the core of the plan to attract and gather intellectuals at home and abroad. This must be done in real life, professional capacity and work efficiency” - Professor Dr. Nguyen Quoc Sy emphasized.
Vice President of the Global Network of Young Vietnamese Intellectuals of the Central Youth Union, Dr. Dinh Ngoc Thanh (Soongsil University, Korea) expressed the aspiration of Vietnamese intellectuals and scientists, including the youth, for a rich and beautiful country with sustainable development.
Talented people and intellectuals can hardly contribute if their salary is "low".
At the recent 8th Central Conference, the Party Central Committee unanimously issued a new Resolution outlining viewpoints, guiding ideas, goals, tasks, and key solutions to continue building and promoting the role of intellectuals to meet the requirements of rapid and sustainable national development in the new period.
Discussing with Lao Dong regarding this content, National Assembly delegate Pham Van Hoa (Dong Thap delegation) emphasized the spirit of our ancestors who concluded that "Talent is the vital energy of the nation", "the precious capital of the nation". Therefore, delegate Hoa believes that intellectuals are a particularly important labor force in the process of promoting industrialization - modernization of the country and international integration.
According to delegate Pham Van Hoa, for the intellectual team, a very important thing to attract is to have policies to ensure job positions, professional working environment, limit constraints by administrative procedures; create conditions for scientists to attend conferences and seminars abroad as well as create conditions for international scientists to live and work in Vietnam... Working environment, creative space, dedication, and treatment are very important things for the intellectual team and scientists.
In the face of the wave of personnel shifting from the public sector to the private sector, delegate Pham Van Hoa said that this is a development of the labor market, the more attractive sector will attract personnel. And that personnel, whether working in the public or private sector, are all contributing to the country. However, this means that the incentive and attraction policies in the public sector need to be more attractive and need to be carefully researched and evaluated.
“Talents and intellectuals can hardly contribute if their salaries are “three poles, three coins”. Talents and intellectuals who demonstrate their mettle and value, and whose efforts and values are effective in proving to the country and society, should be paid appropriately to retain those people” - Mr. Hoa emphasized that this needs to be noted in the process of organizing and implementing strategies and plans to attract and use intellectuals and talents.
