(Dan Tri) - Prime Minister Pham Minh Chinh noted to continue perfecting incentive policies for those who quit their jobs immediately after restructuring the apparatus, in accordance with the country's conditions and circumstances.
On the afternoon of December 17, Prime Minister Pham Minh Chinh, Head of the Government Steering Committee, summarized the implementation of Resolution No. 18 "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient", chairing the 4th meeting of the Steering Committee. At the meeting, members of the Steering Committee continued to give opinions to complete the Report of the Government Party Personnel Committee on the implementation of Resolution 18, including the issue of naming some ministries after the merger, and the arrangement plan and organizational model of some agencies and units.

Concluding the meeting, Prime Minister Pham Minh Chinh emphasized the principle that the construction of regimes and policies must ensure fairness, humanity, harmony and reasonable correlation between subjects to stabilize life, ensure the rights and legitimate interests of cadres, civil servants, public employees and workers. Regimes and policies, according to the request of the head of the Government , must be consistent, inherit and higher than current policies. The Prime Minister emphasized the spirit of not sacrificing progress, social justice and social security to pursue mere growth; People's lives are increasingly prosperous and happy, each year is higher than the previous year, leaving no one behind. The Prime Minister noted that it is necessary to continue to improve incentive policies for those who quit their jobs immediately after restructuring and organizing the apparatus, in accordance with the conditions and circumstances of the country.

Along with the goal of streamlining the payroll is the restructuring and improvement of the quality of cadres, civil servants, and public employees. At the same time, the arrangement of the organizational apparatus must pay attention to retaining cadres, civil servants, and public employees with capacity, qualities, health, experience, and enthusiasm, and be linked to the implementation of policies to attract talented people to the public sector. The Prime Minister assigned Permanent Deputy Prime Minister Nguyen Hoa Binh to directly direct the completion of reports and submissions to competent authorities. On the same day, Minister of Home Affairs Pham Thi Thanh Tra said that the Ministry of Home Affairs is completing all related project reports to advise the Government Party Personnel Committee to submit to the Politburo on December 25. The Ministry also has a document guiding ministries, ministerial-level agencies, and localities on the arrangement of cadres, civil servants, and public employees related to the arrangement of the apparatus. In the coming time, the Ministry will guide the arrangement of specialized agencies under the People's Committees of provinces and districts so that localities can be proactive.

Up to now, the Ministry of Home Affairs has completed the draft decree on policies for cadres, civil servants and public employees when restructuring the apparatus and will report to the Party Committee and the Government Steering Committee in the coming time with the goal of stabilizing the lives, rights and interests of cadres, civil servants, public employees and workers, so that no one is left behind in the process of streamlining the apparatus of the political system. The Minister of Home Affairs also said that according to the plan agreed by the Government Steering Committee, it is expected that after restructuring and merging, the Government will have 13 ministries, 4 ministerial-level agencies, reducing 5 ministries and 3 agencies directly under the Government. This number is more than the direction set by the Central Government. In addition, the Government has also basically eliminated all general departments and equivalents; 500 departments and equivalents under ministries and general departments; 177 departments under ministries, ministerial-level agencies and equivalents; 190 public service units under ministries and agencies within ministries. "It is expected that after the initial arrangement and merger, the organizations will reduce 35% - 40% of their focal points, and the remaining organizations will be arranged internally and will reduce at least 15%. This number is very large and the number of officials, civil servants, public employees and workers involved is also very large," said the Minister of Home Affairs.
