On the afternoon of June 26, at a press conference to inform about the socio-economic situation of Hanoi, Major General Nguyen Thanh Tung, Deputy Director of the City Police, informed about the discovery and handling of violations during the construction of the Ring Road 4 project in the capital region.
Major General Nguyen Thanh Tung affirmed that Belt Road 4 is a key project with regional connectivity, assigned by the National Assembly to Hanoi City to preside over.
After the City Party Committee, the City People's Committee and the Ministry of Public Security assigned the task, Hanoi City Police coordinated with departments and localities to have a plan to prevent, detect and combat violations related to the project while still creating absolute conditions to ensure progress.
Through the work of grasping the situation, Hanoi City Police discovered that Thanh Oai district had signs of violations related to compensation and clearance of residential land.
Major General Nguyen Thanh Tung said that on May 14, the Hanoi City Police Investigation Agency initiated a criminal case of violating regulations on compensation and resettlement support when the state reclaims land and lack of responsibility causing serious consequences, occurring in the investment project to build the Ring Road 4 of the capital region in Phuong My village, My Hung commune, Thanh Oai district.
The City Police decided to prosecute the defendants including: Le Quang Diep and Le Xuan Nghia, both officials of the Thanh Oai District Land Fund Center; Pham Thai Son - an official of the Department of Natural Resources and Environment, Thanh Oai District.
The police are exploiting and expanding to further investigate the violation under Article 230 of the Penal Code.
Along with that, the City Police also advised the City People's Committee, relevant units and localities where Ring Road 4 passes through to coordinate, detect and review plans, and avoid many cases of law violations when the Ring Road 4 project is completed.
After reporting to the Hanoi Party Committee and People's Committee, localities, police, inspection units and the Department of Natural Resources and Trade closely coordinate to avoid situations where consequences must be dealt with, resulting in the loss of staff and waste of state money.
The City Police are also responsible for preventing, stopping, detecting, and combating violations in site clearance, related to groups of investors and construction units, supervisory units, material suppliers, etc.
In June 2022, the National Assembly passed a resolution on the investment policy for the construction project of Ring Road 4 in the capital region. The investment project for Ring Road 4 in the capital region of Hanoi is more than 112km long, passing through Hanoi and the two provinces of Hung Yen and Bac Ninh. The total investment is more than 85,000 billion VND in the form of public investment combined with the form of public-private partnership (PPP). The project will start in 2022, with the basic goal of completion in 2026 and put into operation from 2027.
The project is implemented in 7 component projects, operated independently. Of which, Hanoi implements 3 component projects: Compensation, support, resettlement; construction of parallel roads (urban roads) in Hanoi and investment in construction of expressway system under PPP method. Hung Yen and Bac Ninh provinces are each responsible for 2 component projects: Compensation, support, resettlement and construction of parallel roads (urban roads) in each province.
The completion of the 4th beltway of the capital region will contribute to relieving traffic congestion, connecting provinces and creating new development space for the entire capital region, including Hanoi, Hung Yen and Bac Ninh.
