The provincial police have stepped up measures to ensure security and order in the area, including strong innovation in political work, ideology, and working methods, bringing about the highest efficiency in performing tasks. Therefore, the security and order situation in the area has been basically stable; affirming the core role of the police force from the province to the grassroots in implementing tasks and solutions to ensure security in the area.
Do a good job of political and ideological education
Faced with the requirement to reorganize the police apparatus according to the 2-level model (from March 1, 2025) and continue to merge the commune-level police into the 2-level local government model (from July 1, 2025), the provincial police force is facing many challenges in terms of ideology, psychology and organization. Therefore, from the beginning of 2025, the Party Committee and leaders of the Provincial Police have clearly identified: Political and ideological work must be deployed proactively, continuously, in accordance with the characteristics of each force and each stage of the task. In that spirit, political and ideological education activities are organized methodically, scientifically and flexibly. Studying and implementing the directives and resolutions of the Party and the industry are not only through direct conferences, but also through online forms, thematic activities, internal newsletters, infographics, video clips, etc., contributing to bringing theoretical information closer to officers and soldiers.
The propaganda content is closely linked to the key tasks: The peak of crime suppression, ensuring security and order for major events of the province, especially the upcoming Provincial Party Congress for the 2025-2030 term. Major policies are all oriented promptly and consistently, helping to stabilize the ideological situation in the force.
The Provincial Police Department has seriously implemented Circular No. 94/2021/TT-BCA of the Ministry of Public Security on the work of grasping and resolving the ideological situation of officers, soldiers and public opinion in the People's Public Security. Since the beginning of 2025, the leaders of the Provincial Police Department have repeatedly organized direct dialogues with more than 700 officers and youth union members of the commune-level police to listen to and resolve difficulties. Working groups have visited remote and isolated areas, where there have been many changes in the organizational structure, to encourage, share and strengthen the spirit of the grassroots forces.
In addition, movements such as "Digital Education for the People" and "Quang Ninh Police take the lead in innovation and digital transformation" are not only forms of responding to superiors' instructions, but are also implemented through specific actions, linked to the tasks of each unit and individual. Thereby, contributing to creating a spirit of emulation, innovation and creativity in the entire force.
Innovation in thinking and working methods
The administrative reform work has been effectively implemented by the police force of the whole province, most clearly demonstrated by the innovations in performing tasks. Over the past 5 years, the entire police force of the province has received and resolved more than 1.2 million administrative procedure records, of which 99.92% were resolved through online public services, one of the highest rates in the country, clearly reflecting the effectiveness of technology application and the continuous efforts of the police force of the whole province in simplifying processes, shortening time, and increasing people's satisfaction.
After 5 years of implementing the overall program of state administrative reform for the period 2021-2025, the Provincial Police are receiving and handling 198 administrative procedures in 18 fields, from residence management, immigration, vehicle registration, granting licenses to use support tools... to issuing criminal records, temporary and permanent residence registration. Putting all these procedures online not only helps people easily access services anywhere, anytime, but also creates a centralized database, serving the purpose of inspection, supervision, avoiding negative phenomena or errors in the process of processing records.
The provincial police directed the police of communes, wards, and special zones to mobilize local police to each residential group, village, and hamlet to guide and support people in performing operations on the National Public Service Portal and the Ministry of Public Security's Public Service Portal.
Not only simply “digitizing procedures”, the Provincial Police also proactively reviewed and reduced the processing time for many administrative procedures. In particular, many procedures were shortened from 7 days to 3-1 working days.
Lieutenant Colonel Bui Thi Phuong Mai, Head of the Department of Administrative Management of Social Order (Provincial Police), said: We do not consider online public services as a movement, but an inevitable trend. People's satisfaction is the measure of the quality of administrative reform. The result of achieving a rate of 99.92% of administrative procedures resolved through online public services is not only a proud achievement, but also a measure of the change in the method of operation from "administrative" to "service". It is the result of a whole process of innovation in thinking from leaders to enforcement officers; the result of taking people as the center, businesses as the service object, taking technology as a tool, taking satisfaction as the goal. This is extremely important in changing the thinking and working methods of officers and soldiers, especially suitable for the current 2-level model.
In the coming time, along with the requirement to build a "truly clean, strong, disciplined, elite, and modern" People's Public Security force, the Provincial Police will continue to promote the role of political and ideological work, promote administrative reform, change the method of operation from "administrative" to "service" to support people in the most effective way, contributing to strengthening the trust of Party committees, authorities and people in the law enforcement force.
