The People's Committees of communes, wards, and special zones shall lead, direct, and urge the response to storm No. 10, clearly assigning people, tasks, and areas; heightening the responsibility of leaders in storm prevention and control; calling on ships to take shelter, ensuring safety for ships operating at sea and along the coast (including means of exploitation, fishing, transportation, tourist boats, etc.), activities at sea, on islands, along the coast, and inland; reinforcing aquaculture cages; protecting houses, warehouses, factories, headquarters of agencies, units, educational and medical facilities, dike systems, dams, infrastructure works, production and business activities; preparing forces, means, equipment, and necessities according to the "4 on-site" motto to be ready for all situations.
For mountainous localities, closely monitor the development of heavy rains and promptly warn residential groups, neighborhoods and people to proactively take preventive measures and resolutely implement measures to ensure safety for people in areas at risk of landslides, rockslides, in which attention should be paid to households at the foot of embankments, hillsides, slopes... in conditions where the soil is saturated with water, which can easily cause landslides and slides.
The Department of Agriculture and Environment coordinates to monitor storm developments, informs localities and units to proactively deploy response measures; proactively directs and urges localities to respond appropriately to the developments of storms, rain, floods, and landslides; directs reservoir management units to proactively monitor reservoir water levels, and prepare plans to ensure reservoir safety in the event of prolonged rain...
The Department of Construction directs the Inland Waterway Port Authority to review the number of tourist boats, island-route passenger boats and the number of passengers transported to the islands. Inform ship owners about the situation, storm developments, and dangerous weather to proactively take measures to ensure safety. Strictly implement the sea ban; prepare forces and means to promptly handle traffic congestion (landslides, siltation, flooding...) to ensure smooth traffic. Direct the review and implementation of work to ensure the safety of civil works, construction activities, and traffic safety during the time affected by the storm.
The Provincial Military Command, Provincial Police, and Provincial Border Guard Command prepare rescue forces and vehicles, and coordinate with units stationed in the area to ensure deployment when required.
