Also attending were Deputy Prime Ministers Nguyen Hoa Binh and Ho Duc Phoc; leaders of central ministries, branches and agencies; hundreds of representatives of businesses and business associations.
Speaking at the opening of the conference, on behalf of the Party and State leaders, General Secretary To Lam and Prime Minister Pham Minh Chinh thanked the support of businessmen who have always accompanied the country and people while they are suffering damage from natural disasters and floods.
The Prime Minister stated that in the heroic atmosphere of the historic autumn days, the whole country was jubilantly celebrating the 80th anniversary of the successful August Revolution and National Day September 2, on the occasion of the 21st anniversary of Vietnam Entrepreneurs' Day, the Prime Minister was very pleased to meet with outstanding businesses and entrepreneurs across the country to promptly acknowledge and honor the achievements and great contributions of the team of entrepreneurs and businesses in the cause of building and developing the country.
The Prime Minister highly appreciated the efforts of the business community and entrepreneurs to overcome difficulties and challenges since the beginning of the term.
The Prime Minister stated that the more difficult and pressured we are, the more we strive to achieve better results month after month, quarter after quarter, and year after year. The efforts of the entire political system include the contribution of the business community. We are also happy that the team of businesses and entrepreneurs is growing and maturing.
On behalf of the Government, the Prime Minister sent to all delegates, Vietnamese businesses and entrepreneurs his warmest greetings and best wishes; stating that this conference aims to review the pride to confidently reach out to the ocean, enter the earth, fly high into the sky, and space because there is still a lot of room for development. This is a great cause of the Party, the State, and the people, in which the business community and entrepreneurs must be pioneers, exemplary, and take the lead in this work.
To achieve this goal, the Prime Minister emphasized the need to strengthen the application of science and technology, innovation, and promote digital transformation, considering these as driving forces to go further; stating that Resolution No. 41-NQ/TW dated October 10, 2023 of the Politburo on building and promoting the role of Vietnamese entrepreneurs in the new period with large scale and stature, patriotism, self-reliance and aspiration to contribute.
The Government is institutionalizing the policies of the Politburo and the National Assembly to fully promote the creativity of the business community. Up to now, the Government, ministries, branches and localities are promptly and effectively implementing many policies on business development as well as urgently amending and supplementing laws related to investment and business in an effort to turn institutions from "bottlenecks of bottlenecks" into competitive advantages.
The Prime Minister emphasized that 2025 is the last year of his term, and also the year of great changes for the nation and people when carrying out the revolution in the work of arranging, organizing, and streamlining the State apparatus; changing provincial administrative boundaries and implementing a 2-level local government model, transforming the state from an administration that is heavily focused on management to one that creates development and proactively serves the people and businesses...
The whole country is preparing for the 14th National Party Congress with a vibrant atmosphere and new development momentum for the nation. Therefore, the Prime Minister hopes that the business community will create a new atmosphere and new momentum, contributing to the whole country entering a new era, an era of national development, prosperity, and civilization. The Prime Minister hopes that the team of businesses and entrepreneurs will always stand firm on their own two feet and develop sustainably.
Emphasizing that in order to create a solid foundation for economic growth as targeted at 8.3-8.5% this year, as a premise to achieve double-digit growth in the coming years, the Prime Minister hopes that the business community must strive for high growth to grow together with the country, develop together, and enjoy the results, so that people can enjoy true prosperity and happiness; hopes that the business community will share their thinking, vision for action, and give suggestions to the Government on issues that are still stuck and have not been resolved with the spirit that entrepreneurs are soldiers, they must actively rush into the economic front, "wherever there is need, wherever there is difficulty, there are entrepreneurs", together with the country "turn nothing into something, turn difficulty into ease, turn the impossible into possible"; entrepreneurs must rise up with the country and the nation, bring prosperity and happiness to businesses, and contribute to protecting the independence, sovereignty, and territorial integrity of the country.
According to the Ministry of Finance, Resolution No. 68-NQ/TW issued in May 2025 has initially taken effect, positively impacting the market entry and business operations. From May 2025 to now, on average, nearly 19,000 new businesses have been established each month (of which June reached a record high with more than 24,000 newly registered businesses), an increase of nearly 48% compared to the average of the first 5 months of the year (12,907 businesses/month).
As of October 5, 2025, there are about 1 million operating enterprises nationwide. In the first 9 months of 2025, the number of enterprises entering and re-entering the market reached 231,337, an increase of 26.41% over the same period in 2024 and nearly 1.2 times higher than the average number of enterprises entering and re-entering the market in the period 2020-2024 (199,697 enterprises).
In the third quarter of 2025 alone, the number of enterprises entering and re-entering the market was 97,347, an increase of about 54% over the same period in 2024. The number of enterprises returning to operation increased in all 17/17 sectors. The above data shows that, thanks to the effective policies and guidelines of the Party and the State, Vietnam's investment and business environment is increasingly improved, and business confidence is strengthened.
Business performance of enterprises will improve significantly from 2024: statistics from the Ministry of Finance show that, after a difficult period in 2022-2023, from 2024, the business sector has recovered and grown again with total net revenue reaching more than 36.4 million billion VND (up 134.4% compared to 2023) and total net profit reaching more than 1.68 million billion VND (up 177.4% compared to 2023).
In 2024, the number of profitable businesses recorded reached 358,442 compared to 248,518 (2020), with an average growth rate of 10.5%/year. The ratio of profitable businesses to the total number of businesses also improved from 33.26% (2020) to 37.52% (2024), showing recovery and profit growth. In contrast, the loss ratio decreased slightly from 53.79% to 49.83%.
Both the State-owned enterprise and private economic sectors maintain a good contribution to the budget: According to estimates by the Tax Department (Ministry of Finance), the total State budget revenue in September 2025 is estimated at 181.1 trillion VND, the accumulated total State budget revenue in the first 9 months of 2025 reached nearly 1,926 trillion VND, equal to 97.9% of the annual estimate and an increase of 30.5% over the same period last year. Of which: revenue from the State-owned enterprise sector reached nearly 153 trillion VND, reaching 82.1% of the plan, an increase of 111.1% over the same period in 2024; revenue from the private economic sector reached more than 338 trillion VND, reaching 91.4% of the plan, an increase of 121.2%.
The production and business results of enterprises with the Ministry of Finance as the representative owner show that the enterprises have been proactive and made efforts to stabilize their operations and ensure their obligations to pay the State budget. In the first 8 months of 2025, in terms of consolidated financial situation (Parent Company - Subsidiary Company), total revenue is estimated at 1,478 trillion VND (reaching 66.9% of the plan), pre-tax profit is estimated at 111.57 trillion VND (reaching 85.41% of the plan), and payment to the State budget is estimated at 140.789 trillion VND (reaching 78.85% of the plan).
For the business household and individual business sector: Since the beginning of 2025, the management of business households and individual businesses has been comprehensively innovated throughout the tax sector. Thanks to that, the total State budget revenue from business households and individual businesses in the first 7 months of 2025 is estimated to reach nearly 20 trillion VND. At the same time, nearly 18,400 business households paying lump-sum tax have switched to paying tax according to the cumulative declaration method in the first 8 months of 2025, and about 2,250 business households have converted to enterprise models...
After listening to the comments and conclusions of the conference, Prime Minister Pham Minh Chinh was moved to recall that exactly 80 years ago, on October 13, 1945, President Ho Chi Minh sent a letter to the business community, affirming the important role of the business community in national construction and calling for "unity - love - assistance". We are proud that over the past 80 years, businesses and entrepreneurs have always demonstrated this spirit.
On behalf of General Secretary To Lam, the Party and State leaders, and the Prime Minister congratulated and highly appreciated the contributions of the business community and entrepreneurs in the cause of national construction and development. He stated that in recent times, the world and regional situation has been complicated, creating many new difficulties and challenges. Therefore, the Prime Minister hopes that businesses and entrepreneurs will accompany the country and people to develop quickly and sustainably. The Government is committed to accompanying businesses and entrepreneurs in the spirit of creativity, integrity, action, and service to the people and businesses.
In that spirit, the Prime Minister expressed "5 wishes" for businesses and entrepreneurs: wholeheartedly following the Party; upholding the spirit of great national unity, solidarity in the business community, solidarity among the people, international solidarity; combining the strength of businesses and entrepreneurs into the strength of the nation, combining the strength of the nation with the strength of the times, the strength of the inside with the outside to develop the country; businesses and entrepreneurs accompanying the nation, together with the Party firmly upholding national independence to advance to socialism, bringing prosperity and happiness to the people; businesses and entrepreneurs together with the people creating a combined strength, the people making history, including entrepreneurs.
At the same time, the Prime Minister hopes that the business community and entrepreneurs will implement "3 pioneering": Pioneering and leading by example in science and technology, innovation, digital transformation, in which, going straight to core science and technology, creating a movement and trend of innovation for the whole people, digital transformation contributing to building a digital nation. Pioneering and leading by example in legal production and business, contributing effectively and efficiently to building a socialist rule-of-law state. Pioneering and leading in realizing Resolution 68-NQ/TW of the Politburo so that the private economic sector is the most important driving force in the economy, contributing to building a socialist-oriented market economy under the leadership of the Party, the management of the State, and the mastery of the people.
The Prime Minister believes that with these three pioneers, the Government, the business community and entrepreneurs will fly high and reach far together so that the country can develop rapidly and sustainably, entering an era of rich, civilized, prosperous and happy development. Welcoming the contributions of the business community and entrepreneurs at the conference, the Prime Minister emphasized that the Government will gradually realize this through institutions with the spirit of "3 smart": open institutions; open infrastructure; smart governance.
At the conference, on behalf of the Party and State leaders, Prime Minister Pham Minh Chinh awarded the Third Class Labor Medal to 3 groups. Permanent Deputy Prime Minister Nguyen Hoa Binh awarded the Government's Emulation Flag to 5 groups; Deputy Prime Minister Ho Duc Phoc awarded the Prime Minister's Certificates of Merit to 8 groups.
