Tay Ninh Electricity Company informs on instructions for implementing a paper-based test of two-component retail electricity prices.

In preparation for the implementation of the 2-component electricity price mechanism (capacity price and electricity price) according to the provisions of the Electricity Law No. 61/2024/QH15 of the National Assembly, with the consent of the Minister of Industry and Trade in Document No. 7646/BCT-DL dated October 6, 2025 on the implementation of the 2-component retail electricity price in the trial phase on paper, Tay Ninh Electricity Company would like to provide customers with some implementation information as follows:

1. Subjects participating in the paper test of electricity price with 02 components

Customers using large amounts of electricity for production purposes, with an average electricity consumption of 200,000kWh/month or more (average of the last 12 months).

2. Calculating the electricity price with 2 components

Total customer electricity bill according to 2-component electricity price is calculated according to the formula:

+ TC: Total customer electricity bill according to 2-component electricity price.

+ (C _p × P _max ): Is the electricity bill component for the customer's usage capacity, reflecting the fixed cost that the customer causes to the power system.

+ C _p : Is the unit price of capacity, calculated in VND/kW/month.

+ P _max : Is the maximum power of the customer in the month (kW) determined by the meter (is the average power in the integration period with the largest value of the month, the current integration period is 30 minutes). In case the electricity buyer signs a Contract for many electricity meters at one location, Pmax is calculated according to the measured value of each meter.

+ (C _a × A _p ): Is the electricity bill component for the actual electricity consumed by customers, reflecting the variable cost of the electricity supply process.

+ C _a : Is the electricity price, calculated in VND/kWh. This price can be designed according to different time frames such as peak, normal, and off-peak.

+ A _p : Active electric energy during the meter reading cycle (kWh).

For the group of manufacturing customers selected to participate in the paper pilot, the following trial price list will be applied:

From October 2025, the Electricity Management Teams under Tay Ninh Electricity Company will send NOTIFICATIONS OF THE RESULTS OF THE EXPERIMENTAL ELECTRICITY BILL CALCULATION ON PAPER ACCORDING TO THE 2-COMPONENT ELECTRICITY PRICE to customers subject to the test, including a comparison of electricity bills according to current prices and electricity bills according to capacity prices.

In case the calculation result of electricity bill based on the 02-component electricity price is higher than the current bill, Tay Ninh Electricity Company respectfully recommends that customers consider adjusting production and business activities in the direction of coordinating the operating time of electrical equipment reasonably, avoiding concentrating many devices operating at the same time, causing an increase in maximum capacity (P _max ), in order to optimize costs and improve energy efficiency.

This content belongs to the pilot program on paper on 2-component electricity price implemented by EVN, not yet applied to actual electricity bills.
