Hanoi Convention: Elevating Vietnam as a Neutral Facilitator

Vietnam demonstrates its neutral role and international bridge in fighting cybercrime by hosting the signing of the Hanoi Convention, enhancing regional prestige and cooperation.

Hosting the signing ceremony of the United Nations Convention against Cybercrime (Hanoi Convention) has elevated Vietnam's role as a neutral coordinator and a "bridge country" in global governance activities, demonstrating Vietnam's maturity and political mettle in the name of a "middle power."

That is the opinion of Master Thong Mengdavid, geopolitical and international affairs analyst at the Institute for International Studies and Public Policy (IISPP) of the Royal University of Phnom Penh (RUPP) - in an interview with VNA reporters in Phnom Penh ahead of the signing ceremony of the Hanoi Convention, taking place on October 25-26 in Hanoi.

Sharing with VNA reporters in Phnom Penh, Mr. Thong Mengdavid said that the Hanoi Convention on Cybercrime demonstrates Vietnam's strong commitment to promoting global solutions to establish legal mechanisms or international institutions, especially gathering countries to participate in solving the problem of cybercrime - a global issue, in the spirit of multilateralism and respect for international law.

According to him, this is a document of strategic, legal and geopolitical significance for Vietnam, the Association of Southeast Asian Nations (ASEAN) as well as the international community. Moreover, the Hanoi Convention is of particular importance for affected countries, as well as countries struggling with this type of high-tech crime.

According to the Cambodian expert, the main content of the Hanoi Convention focuses on the issue of law enforcement. Among these, one of the most important contents is to focus on creating a harmonious world in international cooperation, sharing information and evidence related to online fraud crimes, as well as law enforcement activities against criminals.

In addition, the Hanoi Convention also serves as a legal pillar for cross-border digital cooperation within the United Nations framework, helping to perfect the legal framework on counter-terrorism, money laundering and human trafficking.

From the perspective of an expert in geopolitical analysis and international issues, Mr. Thong Mengdavid said that for Vietnam, hosting the signing ceremony of the United Nations Convention against Cybercrime demonstrates great efforts as well as Vietnam's capacity in promoting the use of international mechanisms, especially promoting the leadership role in the digital field, enhancing capacity, improving Vietnam's legal and digital fields, as well as promoting an increasingly deeper relationship between security and economy.

Along with that, the researcher at IISPP said that hosting the signing ceremony of the Hanoi Convention has elevated Vietnam's role as a neutral coordinator and a "bridge country" in global governance activities, demonstrating Vietnam's maturity and political mettle in the name of a "middle power."

Mr. Thong Mengdavid emphasized: “That shows the name and prestige of Vietnam as a country that respects international law and promotes global cooperation on the basis of multilateralism.”

In addition, the Cambodian expert said that the Hanoi Convention also brings international support to Vietnam in strengthening the tightening of cybersecurity laws, improving the ability to monitor and control digital data, modernizing Vietnam's cybersecurity institutions, and maintaining Vietnam's legitimacy in suppressing this type of online crime.

Meanwhile, for the ASEAN region, the Hanoi Convention can accelerate the process of regional legal integration related to the concept or definition of cybercrime, especially management, evidence sharing among countries in the region, as well as cooperation in the legal field.

In that spirit, expert Thong Mengdavid hopes that countries in Southeast Asia can take advantage of the upcoming forum in Hanoi as an opportunity to set framework standards and improve the region's common cybersecurity system.

He stressed that these efforts not only contribute to strengthening ASEAN's central role in shaping digital standards in the Indo-Pacific region, but also promote more effective cooperation in preventing high-tech crimes, creating confidence for investors, as well as allowing e-commerce, financial technology and cross-border digital trade to develop more strongly, safely and reliably in the ASEAN region./.
