The Ho Chi Minh City Digital Transformation Center (TTCĐS) was established with the expectation that Ho Chi Minh City will make great strides in building a digital economy , digital consumption, digital society and building a smart city.

In recent times, to strongly and comprehensively implement digital transformation in all fields, Ho Chi Minh City has issued many projects and programs such as the Project to build Ho Chi Minh City into a smart city; digital transformation program; project to develop digital economy, sharing economy and circular economy...
Ho Chi Minh City was ranked 54/147 by the United Nations as a typical e-government city in the world in 2022, and is also the only city monitored and evaluated by the United Nations for e-government in Vietnam. Ho Chi Minh City is the only unit in the country to be unanimously selected and awarded the ASOCIO Award 2023 for the category of Excellent Digital Government in 2023 in Korea by the ASOCIO Awards Council. The city's Digital Transformation Index (DTI) is continuously in the top 5 provinces and cities and ranked 2nd in 2022.
However, Ho Chi Minh City ranks low in e-government in Asia. The use of online public services for citizens and businesses is still limited. The development and deployment of digital applications and services that have a profound impact on people's lives in the fields of health, education, transportation, and social security is still lacking. The current reality is that the IT human resources in departments, branches, and districts are limited in quantity and quality (each unit has only 1-2 people).
Faced with this reality, the establishment of the Digital Transformation Center will solve some of the city's difficulties and challenges when implementing digital transformation. The Center is a unit with the capacity to gather the city's large resources to implement and exploit digital technologies and data to the maximum, expand cooperation, promote and mobilize resources to provide digital services to serve people and businesses; develop digital government, create momentum for the development of digital economy, data economy. The Digital Transformation Center will play a role in connecting and mobilizing resources from universities, institutes, and organizations at home and abroad in the research and development of new technology solutions, developing digital services to serve the construction of digital government...
“The Center was established on the basis of applying the specific mechanism from Resolution 98/2023/QH15 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City (Resolution 98). It is the first center in the country to be established to deploy and operate shared digital platforms on a city-wide scale. At the same time, the Center for Digital Transformation will apply the expert hiring mechanism recently approved by the Ho Chi Minh City People's Council to attract high-quality human resources to research, apply and innovate for digital transformation activities and smart urban development,” said Ms. Vo Thi Trung Trinh, Director of the Center for Digital Transformation of Ho Chi Minh City.
People easily participate in digital life
Immediately after the launching ceremony of the Digital Transformation Center (January 30), Chairman of the Ho Chi Minh City People's Committee Phan Van Mai assigned the center to immediately start working to effectively implement digital transformation in 2024, contributing to the successful implementation of Ho Chi Minh City's annual theme "Determination to effectively implement digital transformation and Resolution 98 of the National Assembly".
From the direction of the city's leaders, one of the key tasks that the city prioritizes is to deploy digital platforms and services to help improve the quality of service to people, bringing convenience to people and businesses such as: online public services; shared digital maps... and especially the construction of a "citizen mobile application", a unique mobile application that helps interaction between people and the city government.
“With the citizen mobile application, people are provided with information and digital services as well as receive information on activities, announcements and warnings from the city government on urgent areas in life such as education, health, transportation, planning - construction, public services... including information, feedback, recommendations and suggestions from people”, said Mr. Nguyen Duc Chung, Deputy Director of the Ho Chi Minh City Digital Transformation Center.
The TTCĐS also sets a goal for the 2025-2030 period to strive to become an international standard center for applied research and innovation in digital transformation and smart cities. Accordingly, most of the government services provided to people and businesses will be implemented in the digital environment. The center helps exploit and share data on land, planning, construction, traffic, health, education; optimize and develop the city's shared digital infrastructure, ensuring the operation of digital government... Moving towards forming a network of specialized staff in digital transformation from the TTCĐS to departments, districts, Thu Duc City with capacity and professional qualifications to meet requirements; developing a network of research and development centers (data labs) at universities, research institutes and developing public-private partnership models, mobilizing private resources to participate in building digital government.
“Currently, TTCĐS is a newly established unit with many difficulties and challenges, so it really needs the support, assistance and coordination of the Department of Information and Communications as well as other departments and units so that the center can operate effectively and contribute to Ho Chi Minh City,” Ms. Vo Thi Trung Trinh shared.
The Ho Chi Minh City Digital Transformation Center was established on the basis of receiving the Information Technology Center of the Department of Information and Communications and was supplemented with a number of functions and tasks, such as maximizing the exploitation of digital technologies and data, expanding cooperation, promoting and mobilizing resources to provide digital services to serve people and businesses more conveniently, easily and safely. The Center is responsible for developing digital platforms, developing digital data... at the same time organizing research, testing, application, transferring digital technology platforms and products, developing digital services to serve the construction of digital government, promoting digital transformation and smart cities.
