According to voter Vu Tien Dung (Hai Chau ward), since its implementation, the activities of the two-level local government have met the aspirations of being close to the people and improving the efficiency and effectiveness of State management. However, in the context of the new apparatus, especially in the digital transformation period, the Central Government and the city need to have mechanisms to encourage and train young cadres with specialized expertise to meet work needs and serve the settlement of administrative procedures of people and businesses.

“The central government and the city need to have mechanisms to increase the number of staff at the grassroots level to support communes and wards. Thereby, improving the capacity to perform public duties at the grassroots level. In addition, there needs to be solutions to use and promote the functions of the redundant headquarters due to the arrangement of administrative units at the new commune and ward levels,” said voter Vu Tien Dung.
