While authorities at all levels are trying to find ways to remove obstacles so that the Van Ly quarry can operate, Hoang Nguyen Hai Company seems to not cooperate when the authorities need to coordinate.
On September 25, Hoang Nguyen Hai Company submitted document No. 18/TTr-Cty to the People's Committee and the Police of Nguyen Nghiem Commune. According to document No. 18, Hoang Nguyen Hai Company affirmed: The public order situation at the quarry is very complicated, recently many subjects have appeared blatantly setting up barriers to prevent workers and trucks from transporting stone... with the aim of preventing the company from exploiting stone at Van Ly quarry. We hope to receive help from the agencies.
Speaking to VNA reporters, Mr. Nguyen Trung Truc, Chairman of the People's Committee of Nguyen Nghiem Commune, said: The land plot used for the Van Ly quarry's transportation road does not belong to Hoang Nguyen Hai Company. Resolving the conflict between the company and the landowner for material circulation is difficult because the leaders of Hoang Nguyen Hai Company do not directly resolve the matter. Mr. Nguyen Trung Truc also directly contacted the Director of Hoang Nguyen Hai Company many times, but the Director of Hoang Nguyen Hai Company did not answer the phone or appear to resolve the conflict, so the matter has not been resolved.
Faced with the above situation, the People's Committee of Quang Ngai province has just issued Document No. 2856/UBND-CBXD on resolving obstacles and preventing the exploitation, processing and transportation of materials at Van Ly stone quarry. Quang Ngai provincial leaders requested Hoang Nguyen Hai Company to urgently remove barriers on transportation routes and restore operations to supply stone materials for key projects of the province. The removal of barriers must be completed before September 29.
However, after the deadline of the Provincial People's Committee, Hoang Nguyen Hai Company remained inactive. Mr. Nguyen Trung Truc, Chairman of the People's Committee of Nguyen Nghiem Commune, affirmed: "According to the direction of the People's Committee of Quang Ngai Province on September 29, it must be completed, but since the date of the document, the Company has not taken any action to remove the fence. The leaders of the People's Committee of the Commune have contacted the Company's director many times but have not received any response, although they still signed documents to send to the authorities requesting support for dismantling."
Will advise the province to revoke the license.
The delay in supplying stone materials by Hoang Nguyen Hai Company for projects in Quang Ngai province has caused concern to the government, affecting the reputation and progress of key projects in the area.
According to Document No. 2856, the Chairman of the Provincial People's Committee assigned the Department of Agriculture and Environment to monitor. After September 29, if Hoang Nguyen Hai Company has not yet exploited, processed, and supplied stone materials, the Department of Agriculture and Environment will study and handle or advise the Provincial People's Committee to consider and handle the contents under its authority according to regulations.
Under pressure from the Provincial People's Committee, in recent days, workers at the Van Ly quarry in Nguyen Nghiem commune (Quang Ngai) have received notice about the resumption of production activities at the quarry. The notice noted: "In case you arrive at the company gate but there is no entrance, please wait in front of the gate so that the company can arrange for someone to help open the fence." However, in recent days, when VNA reporters arrived, the Van Ly quarry was still not in operation.
Mr. Nguyen Trung Truc, Chairman of the People's Committee of Nguyen Nghiem Commune, said: Up to now, after September 29, the Company has not made any move to remove the barricades. The Company Director has not given instructions to remove the barricades, so the employees have not removed the barricades.
According to Mr. Vo Minh Vuong, Deputy Director of the Department of Agriculture and Environment of Quang Ngai province, "We have inspected the field, also worked with the departments and advised the Provincial People's Committee. The conflict can only be resolved by the mine owner, this is a civil matter. This mine is zoned to be a source of materials for the highway. If the mine owner does not ensure the materials as per the license, according to the policy, it will be handled according to Resolution No. 60/NQ-CP of the Government , then the industry will advise the province to revoke this mine license.
Previously, VNA had many articles reflecting on violations of signs of tax and fee evasion and a series of other violations during the 4 years from 2017 to 2021. Specifically, the data on the settlement of natural resource tax from 2017 to 2021 on the tax authority's monitoring system declared by Hoang Nguyen Hai Company at Van Ly stone quarry was 516,372 m3 to pay natural resource tax and environmental fees. However, through direct comparison at the tax base of 2 Da Nang cities (value added tax), the exploited volume was 938,234 m3. The amount of natural resource tax and environmental protection fee that Hoang Nguyen Hai Company evaded in Quang Ngai was more than 420,000 m3 of boulders.
It is known that the Investigation Police Agency of Quang Ngai Province Police has investigated signs of "Tax evasion, violation of regulations on invoice management" of Hoang Nguyen Hai Company.
