Voters are excited about the success of the 22nd session of the 15th Provincial People's Council

After 3 days of urgent, serious and responsible work, the 22nd session of the 15th Provincial People's Council has completed all the contents and agenda. At the session, the Provincial People's Council continued to demonstrate the spirit of innovation, democracy, solidarity and responsibility, considering and deciding on many important issues of the province. Voters and people had many opinions to exchange with reporters of Ninh Binh Newspaper about the contents and agenda of the session, as well as expectations for the decisions to be passed.

Discuss, consider and pass many important issues

Following the program of the 22nd Session of the Provincial People's Council, term XV, 2021-2026, I assessed that the session was very successful. At the Session, the Provincial People's Council delegates upheld their sense of responsibility, promoted their intelligence, discussed enthusiastically, democratically, frankly, with focus and key points; had many profound opinions, in the spirit of construction, objectively and comprehensively reflecting the reality of social life in the hall and in the group. The question and answer session at the Session met the expectations of voters and people by going straight to the issues of concern to the people, thereby creating satisfaction of the majority of voters with the quality and content of the questions.

In particular, at the 22nd Session, the 15th Provincial People's Council reviewed and voted to pass 13 important resolutions to promptly institutionalize the Party's guidelines and policies, the State's policies and laws, and meet the province's development requirements. This is the legal basis and the driving force for the province to successfully implement the goals set out in the Resolution of the 22nd Provincial Party Congress for the 2020-2025 term. I hope that the resolutions just passed by the session will soon come into life and achieve practical results, meeting the voters' aspirations, making an important contribution to socio-economic development, ensuring security, national defense, and implementing the province's political tasks in 2024 and the following years.

The content of the questioning was realistic, and delegates answered frankly and responsibly.

Through following the question and answer session at the 22nd Session of the 15th Provincial People's Council, I highly appreciate the sense of responsibility of the elected representatives as well as the quality of the question and answer activities.

The question and answer session took place in a frank and open atmosphere, delving into issues of public concern. Delegates carefully studied the reports, asked short, clear, to-the-point questions, and were not afraid of conflict.

The selected contents for questioning are appropriate to the actual situation, of interest to public opinion, voters and people in the province, such as: Maintaining and developing provincial OCOP products; reorganizing the apparatus, implementing the autonomy mechanism of public service units under the health sector... The groups of issues were answered frankly and to the point by the leaders of the Provincial People's Committee and heads of specialized agencies, and at the same time, commitments and solutions were made to overcome limitations and shortcomings in order to improve the quality of State management work in the areas under their charge; thereby clearly demonstrating the sense of responsibility of elected representatives and members of the People's Committee before voters and people.

In the coming time, I hope that the Provincial People's Council delegates will continue to be close, attentive, and listen to the thoughts and aspirations of the people, absorb opinions from the grassroots to promptly reflect to the authorities to resolve the legitimate aspirations of voters.

Ensuring rights for cadres, civil servants, public employees and redundant workers due to administrative unit rearrangement

Implementing the policy on administrative unit arrangement, Khanh Thien commune will merge with Khanh Tien commune (Yen Khanh) into a new administrative unit named Khanh Thien commune, in order to expand the area and population according to Resolution No. 35/2023/UBTVQH15 of the National Assembly Standing Committee. As the Chairman of the Association of War Veterans of Khanh Thien commune, I was a bit hesitant at first, but when I was informed and explained about this policy, I personally agreed.

Following the 22nd Session of the 15th Provincial People's Council, I learned that the Provincial People's Council has considered and decided to issue a Resolution "Regulating support policies for cadres, civil servants, public employees, and workers of agencies, organizations, and units at the district level and commune-level cadres, civil servants, and non-professional workers at the commune, village, and residential group levels who are redundant due to the rearrangement of district- and commune-level administrative units in Ninh Binh province". I think this is a very timely decision, suitable for reality.

With specific regulations on applicable subjects, support principles, support levels, etc., the Resolution is expected to not only promptly motivate and encourage redundant district- and commune-level officials, civil servants, and non-professional workers at commune and village levels due to administrative unit reorganization, but also facilitate localities to streamline their payroll and complete the reorganization according to plan. I hope that localities will seriously implement the Resolution, especially ensuring the payment deadline for support funds from the time of approval by competent authorities, thereby contributing to ensuring the lives of officials, civil servants, and public employees who are on leave due to reorganization.

The project named "Pham Thi Tran Theater" is suitable for the traditional culture of the province.

It is known that the 22nd Session of the Provincial People's Council, term XV, passed the Resolution to name the public work of the Ninh Binh Provincial Central Cultural House "Pham Thi Tran Theater", I am very happy and fully support. I regularly follow and have contributed my opinions since the draft Project was developed by the Department of Culture and Sports until the Resolution to name the public work of the Ninh Binh Provincial Central Cultural House was passed.

When the Provincial Cultural Center was inaugurated and put into use, we, the people, were very proud and excited to have a spacious and modern building serving the spiritual and cultural life of the people.

As a person who is passionate about Cheo singing in particular and traditional arts in general, I think that naming the Ninh Binh Provincial Cultural Center "Pham Thi Tran Theater" is very appropriate. Mrs. Pham Thi Tran is the founder of Cheo singing art, having made important contributions to the Cheo stage industry under King Dinh Tien Hoang. Meanwhile, Ninh Binh is one of the "cradles" of Cheo singing art. Naming Pham Thi Tran Theater is both suitable for the identity and traditional culture of the province, and shows gratitude and honor to the founder of Cheo singing art; at the same time, creating a highlight and unique feature for the project.

In modern life, many traditional values, including Cheo art, are gradually fading away. The project named "Pham Thi Tran Theater" will contribute to promoting and educating the young generation about preserving and promoting traditional cultural values ​​of the province and the whole country.
