Compared with the historic rain in 2008, Mr. Hoang Duc Cuong said that the amount of rain in Hanoi recently was about 200 mm in less than a day, much lower than nearly 800 mm at Ha Dong station and about 500 mm at Lang station in three consecutive days in 2008.
In 2008, the rain gauge system was still limited, so data was only available at two stations (Ha Dong and Lang). Currently, the gauge network is thicker, allowing for more detailed assessments. However, in terms of total volume, rainfall area and intensity, the recent rains were lower than in 2008. Mr. Cuong also said that the frequency of heavy rain and extreme rains is also increasing significantly.
Responding to the press about the coordination between the hydrometeorological forecasting agency and agencies and localities, typically with the education sector in letting Hanoi students stay home from school during the recent heavy rain, Mr. Cuong said that on the side of the meteorological sector, the task is to monitor, forecast and issue warnings, recommendations and mainly emphasize the damage to people, large property, and wide range of affected objects. Agencies and localities use the meteorological sector's bulletin for reference to take appropriate specific actions.
When there is a natural disaster, the National Civil Defense Steering Committee will give general and very clear instructions. The heads of the local steering committees will make decisions for their localities, Mr. Cuong said.
Regarding the circulation of storm No. 11, Mr. Cuong said that the storm has entered China and weakened, but its circulation is still causing heavy rain in the mountainous areas of the North. Currently, the flood level in the rivers is decreasing and is below alert level 2, mainly below alert level 1.
It is forecasted that this rain will be generally 100-200 mm, up to 300 mm in some places, increasing the risk of flash floods and landslides, especially in remote areas. Therefore, the water level on rivers is expected to increase again in the coming time. However, this rain is likely to last only until tomorrow evening (October 7) or the morning of October 8. The meteorological agency has advised localities to urgently conduct field inspections and identify areas at high risk of flash floods and landslides to proactively warn and evacuate when necessary.
