Together with the entire Party, people and army, successfully implement the Resolution of the 13th National Party Congress.

In his report on the work of the 2021 - 2026 term of the President, President Luong Cuong stated that, in the positions and responsibilities assigned to him, the President has closely coordinated with agencies in the political system, made efforts to carry out the tasks assigned by the Party, actively contributing with the entire Party, people and army to successfully implement the Resolution of the 13th National Party Congress, the Party's guidelines and policies, the State's policies and laws, and the Resolutions of the 15th National Assembly.

On the afternoon of October 20, continuing the 10th Session of the 15th National Assembly , the National Assembly listened to President Luong Cuong present the President's work report for the 2021-2026 term.

Chairing, directing, coordinating the construction and approval of many important projects

Reporting to the National Assembly, President Luong Cuong stated that 2021 - 2026 is a special term with many personnel changes at all levels, especially high-ranking personnel of the Party and State, including the President; with the drastic implementation of the revolution in reorganizing the apparatus of the political system towards streamlining, compactness, effectiveness, efficiency, and closeness to the people.

In that context, in the positions and responsibilities assigned by the Party, State and People (President of the Socialist Republic of Vietnam, Chairman of the National Defense and Security Council, Commander-in-Chief of the People's Armed Forces, Head of the Central Steering Committee for Judicial Reform, Deputy to the 15th National Assembly), the President has closely coordinated with agencies in the political system, making efforts to effectively perform tasks and powers as prescribed by the Constitution, laws and tasks assigned by the Party; actively contributing with the entire Party, people and army to promote the strength of great solidarity, will and aspiration to rise up, successfully implementing the Resolution of the 13th National Congress of the Party, the Party's guidelines and policies, the State's policies and laws, and the Resolutions of the 15th National Assembly, bringing the country firmly into a new era - an era of strong, prosperous and happy development of the Vietnamese people.

Regarding the work of building the Party and the political system, and building the Socialist Republic of Vietnam's rule-of-law state, the President said that in his capacity as Head of the Steering Committee, the President has chaired and directed the relevant agencies to successfully develop a number of large and very important projects to submit to the Central Committee, notably the Project "Strategy for building and perfecting the Socialist Republic of Vietnam's rule-of-law state to 2030, with a vision to 2045" which was unanimously approved by the 13th Central Executive Committee and issued Resolution No. 27-NQ/TW dated November 9, 2022 on continuing to build and perfect the Socialist Republic of Vietnam's rule-of-law state in the new period. This is the first time our Party has issued a specialized Resolution on building and perfecting the Socialist Republic of Vietnam's rule-of-law state of the people, by the people, for the people, led by the Communist Party of Vietnam.

Project "Summary of 10 years of implementing Resolution 8 of the 11th Central Committee on the Strategy for National Defense in the New Situation". The President has closely directed ministries, branches, and localities to summarize practices, organize conferences and seminars, develop a Summary Report, and submit it to the Politburo and the 13th Central Committee for approval of Resolution No. 44-NQ/TW dated November 24, 2023 on the Strategy for National Defense in the New Situation. This is a document of special significance, summarizing, inheriting, and promoting the law of "building the country while defending the country" of the nation and the viewpoints, ideas, and lessons learned from previous terms; at the same time, demonstrating the new, creative thinking and determination of the entire Party, people, and army in the cause of building and firmly defending the Socialist Republic of Vietnam.

Project “Summarizing a number of theoretical and practical issues on the renovation process in the direction of socialism over the past 40 years in Vietnam”. The President chaired and directed the relevant agencies to conduct a thorough, objective, scientific and dialectical summary; to develop and complete the draft Report summarizing a number of theoretical and practical issues over the past 40 years of renovation in Vietnam. This is a very important work, contributing to perfecting the theory of the Party's renovation policy, building a scientific and practical foundation to help the Party formulate correct policies and guidelines, ensuring the success of the renovation process, building and developing the country and defending the Fatherland in the new period.

The President and the Politburo have directed the development and approval of many large and important projects such as: Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation; Resolution No. 59-NQ/TW on international integration in the new situation; Resolution No. 66-NQ/TW on innovation in law-making and enforcement to meet the requirements of national development in the new era; Resolution No. 68-NQ/TW on private economic development; Resolution No. 70-NQ/TW on ensuring national energy security until 2030, with a vision to 2045; Resolution No. 71-NQ/TW on breakthroughs in education and training development and Resolution No. 72-NQ/TW on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health; In particular, the arrangement and reorganization of administrative units at all levels and the construction of a two-level local government model have achieved important results of historical significance, creating a strong driving force for the country's development.

Actively participate and contribute ideas in building and perfecting the legal system

Regarding the duties and powers related to the legislative field, the President signed the Order promulgating the Resolution of the National Assembly amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam, creating an important constitutional basis for streamlining the organization of the political system and perfecting the model of two-level local government; actively participating and contributing opinions in building and perfecting the legal system, especially laws and resolutions related to the organization and operation of the state apparatus and the political system; directing the review and proposing amendments and supplements to legal provisions directly related to the duties and powers of the President in a number of laws such as: Law on Emulation and Commendation; Law on amending and supplementing a number of articles of the Penal Code; Law on Mutual Legal Assistance in Criminal Matters; Law on Extradition; Law on amending and supplementing a number of articles of the Criminal Procedure Code; Law on amending and supplementing a number of articles of the Law on Vietnamese Nationality; Law on Participation in United Nations Peacekeeping Forces…

Regarding the duties and powers related to the executive field, in the assigned positions, the President always pays close attention to the situation in all aspects of the country, especially the people's lives and the implementation of the Party's policies and guidelines, the State's policies and laws. Seriously and responsibly implement, carefully consider, and comprehensively evaluate the contents of international treaties, ensuring the harmony of national interests, in accordance with the Party's foreign policies and guidelines, contributing to creating a solid legal and political basis to promote foreign relations, effectively serving the country's socio-economic development, national defense and security and deep international integration. Regularly pay attention to and direct innovation in emulation and reward work, creating motivation for agencies, units, cadres, party members and people to strive to fulfill their tasks well, making positive contributions to the overall development of the country.

President Luong Cuong stated that the results of the President's tenure have made an important contribution, together with the entire Party, people and army, to strongly arousing the tradition of patriotism, the spirit of self-reliance, self-confidence, self-reliance, self-strengthening, and national pride; promoting the strength of great national unity combined with the strength of the times and the aspiration to develop a rich, prosperous, civilized and happy country; continuing to comprehensively and synchronously promote the renovation process; improving the material and spiritual life and health of the people, ensuring social progress and justice; consolidating and strengthening the national defense and security potential; building a solid national defense posture, a people's security posture, and a solid people's hearts posture; maintaining a peaceful and stable environment; elevating foreign relations, opening up an unprecedented new situation for national development.

In addition to the achievements, President Luong Cuong also frankly pointed out the limitations, causes of limitations and lessons learned from the work in the 2021 - 2026 term.

Focus on building documents for the 14th National Party Congress

Based on the results of activities and lessons learned in the past term, the President proposed key directions and tasks in the coming time such as: focusing on building documents of the 14th National Party Congress to ensure they are concise, easy to understand, easy to deploy, easy to implement; deeply and comprehensively demonstrating the Party's innovative and breakthrough thinking, creating a solid foundation to orient the country's rapid and sustainable development in the new period; effectively implementing the Resolution of the 14th National Party Congress, the Party and State's guidelines and policies, and the Resolutions of the 16th National Assembly.

Continue to coordinate and direct competent agencies to implement Resolution No. 27-NQ/TW of the 13th Central Executive Committee; build and perfect the legal system in all fields, promptly remove difficulties and obstacles, arouse and promote all potentials and resources, create new momentum for the country's rapid and sustainable development; promote judicial reform, build a judicial system; continue to effectively implement the institution of the State President in the spirit of Resolution 27-NQ/TW.

Promote foreign affairs activities and comprehensive and extensive international integration; strengthen national defense and security potential, promote the activities of the National Defense and Security Council; continue to build a revolutionary, disciplined, elite and modern People's Army and People's Public Security force; pay attention to consolidating and promoting the strength of the great national unity bloc, strengthening the people's trust in the leadership of the Party and State; continue to lead and direct innovation in emulation and reward work in the spirit of Directive No. 41-CT/TW dated December 26, 2024 of the Politburo, direct the Office of the President to continue to reorganize the apparatus, improve the effectiveness and efficiency of operations, and strengthen close coordination between the four Central Offices and the Office of the General Secretary, departments, ministries, branches and localities.
