On the morning of September 28, the Central Hydrometeorological Station said that due to the influence of storm Bualoi's circulation, some coastal areas had strong winds.
At Ly Son station (Quang Ngai), there were strong winds of level 6, gusts of level 8; Hoi An station (Da Nang) had strong winds of level 6, gusts of level 8; Bac Trach station (Quang Tri) had strong winds of level 6, gusts of level 8, Con Co station (Quang Tri) had strong winds of level 6, gusts of level 7.
According to the Central Hydrometeorological Station, at about 7am this morning the eye of the storm was in the sea area of Quang Tri - Da Nang, about 170km east of Hue city.
The strongest wind near the storm center is level 12 (118-133km/h), gusting to level 15. Moving west-northwest at a speed of 30km/h.
Speaking with Tuoi Tre Online , Mr. Bui Van Chanh, Head of the Forecast Department of the Central Hydrometeorological Station, noted that this is a very fast moving storm (nearly twice the average speed) with strong storm intensity and a wide area of influence.
This can cause a combined impact of many types of natural disasters such as strong winds, heavy rains, floods, flash floods, landslides and coastal flooding.
At 9:00 a.m. on September 28, speaking to reporters, Mr. Nguyen Bao Han, Deputy Head of the Department of Water Resources and Irrigation Management, Department of Agriculture and Environment of Da Nang, said that the water level in the Vu Gia - Thu Bon rivers is currently rising, and the Vu Gia river has exceeded alarm level I.
Water levels in most reservoirs are below normal rising water levels, ensuring safety.
According to a quick report, on the afternoon of September 27, in Da Nang, a person was swept away by floodwaters in a mountainous area.
Mr. Luong Van Khang (28 years old, residing in Kham Duc commune, former Quang Nam province) works as a gold panner. On his way home from work, he swam across the Nuoc My River and was unfortunately swept away by the water. Currently, the authorities are coordinating the search.
In addition, before the storm made landfall, 112 people went into the forest to visit their fields and have not returned yet.
Phuoc Chanh commune has 9 residents, Phuoc Nang commune has 103 residents. Currently, local authorities and families are contacting to call them back.

There are 74 fishing boats in the safe area.
As of 5 a.m. on September 28, Da Nang still had 74 fishing boats at sea. These boats in Truong Sa and Hoang Sa were in safe areas, and some boats had moved out of the storm's affected area.
This morning, Da Nang also organized the evacuation of 61 people in 3 wards: Hoi An, Hai Van and Nam Giang commune.
