Da Nang: Contract almost expired, project worth more than 1,059 billion VND is only 38% completed

Slow progress due to site clearance problems

The Central Region Connectivity Project is about 31.5 km long, passing through the communes of Thang Truong Tay Ho, Chien Dan, Tien Phuoc, Thanh Binh, Lanh Ngoc and Tra My. The total adjusted investment of the project is 1,059.8 billion VND (equivalent to 47.624 million USD), of which compensation and site clearance costs are 339.3 billion VND. The project started construction in July 2023, with an expected construction progress of 870 days.

According to the report of the Quang Nam Construction Investment Project Management Board, the project has only achieved construction output of about 196 billion VND/516 billion VND (reaching 38.13% of the contract); output from the beginning of the year until now is more than 61 billion VND/112.9 billion VND (reaching 54.68%).

In general, this key traffic project is behind schedule and is unlikely to be completed by 2025. Cumulative disbursement to date has reached VND 398,283 billion.

After nearly 2 years of construction, the Central Region Linkage Project has only completed about 38%.

According to the reporter's records, the contractor has very few construction teams or has carried out works such as filling the foundation and horizontal culverts but they are broken and not continuous. Typically, the section through Thang Truong commune has the Truong Giang bridge project basically completed, and is constructing the embankment and railing. The 0.4 km section of the handed-over site has no access road for implementation. In many sections, the contractor is removing horizontal culverts, vertical ditches or digging the foundation but has not been able to complete it, negatively affecting the daily lives of the people.

According to the investor, the project has only handed over 15.7/31.5 km (49.8%). Thang Truong and Thanh Binh communes are two localities that still face many difficulties and problems in site clearance. Specifically, Thang Truong commune has only handed over about 0.7/2 km (35%) but has 400 m of discontinuous site and no access road for construction.

Thanh Binh commune handed over only 0.9/7.42 km but has only constructed 3 sections of 0.8 km long; the remaining area is not continuous, scattered, the power system and fiber optic cable have not been relocated so construction cannot be carried out. Tien Canh resettlement area is carrying out compensation work and has selected a construction contractor, but has not yet started leveling the ground.

The project must be completed by 2026.

To ensure the 2025 plan and complete and finalize the project in 2027, the investor requested the City People's Committee to resolutely direct the People's Committees of communes and compensation units to focus on removing difficulties and speeding up the progress of handing over the site for construction. Regional branches 9, 10, 15 of the City Land Fund Development Center should promptly receive compensation dossiers from localities to continue to carry out compensation and handover work.

For the Da Nang City Land Fund Development Center, urgently complete the Nghia Hoa residential area in the first quarter of 2026. Quickly complete procedures so that the regional branch can ensure conditions for withdrawing money from the treasury to pay people.

Faced with the above situation, Vice Chairman of Da Nang City People's Committee Tran Nam Hung requested to speed up site clearance and complete the project in 2026.

Vice Chairman of the People's Committee of Da Nang City Tran Nam Hung admitted that due to problems related to site clearance and resettlement, the project cannot be completed in 2025. That means the investor must work with relevant units to continue extending the project completion date.

The Vice Chairman of the City People's Committee also said that the loan agreement has expired, in principle the road must be completed this year. The city is assigning the competent authorities, including the investor, to work with the central ministries and branches to extend the project.

Therefore, the most important goal of the project in the coming time is compensation, site clearance and resettlement land arrangement for people.

“ The leaders of the City People's Committee have directed each specific case, specific situation and given very detailed policies . We must be determined and resolute to complete the site clearance work for the entire route this year. Next year, we will completely complete the Central Region Connection project,” Mr. Hung emphasized.
