More than 8,000 billion VND invested, infrastructure and livelihoods changed
The Resolution of the 1st Congress of the Da Nang City Party Committee, term 2025-2030 clearly stated: The city will develop in the direction of two poles East - West. In which, the East region focuses on dynamic urban areas, high-end services, industry - logistics; while the West region with an area of more than 7,700 km² (65% of the city's total area) is prioritized for ecological conservation, sustainable agriculture and forestry development, medicinal herbs, and community tourism .
To do this, Da Nang has applied specific mechanisms in allocating and using resources, in conjunction with Resolution 28-NQ/TW on regional development. In the 2021-2025 period alone, the city has allocated more than VND 8,000 billion for mountainous areas, accounting for about 35% of total investment capital, focusing on transport infrastructure, irrigation, health care, and education .

Roads connecting East - West, North - South were opened, significantly shortening travel time. Irrigation works helped ensure irrigation water for agricultural production, school systems and medical stations were solidly built, contributing to improving the quality of life of people in mountainous areas.
Director of the City Department of Finance Tran Thi Thanh Tam said: Thanks to the synchronous implementation of programs and projects, the appearance of mountainous rural areas, production and people's lives have changed significantly.
Not only infrastructure, special mechanisms also pave the way to attract investment. In the period of 2021 - 2025, the mountainous region has had 41 projects with a total capital of nearly 1,200 billion VND, of which 14 projects have been completed and put into operation. This is proof that priority policies have brought about practical effectiveness.
Some specific projects such as the agricultural processing factory in Hoa Vang, the community tourism area associated with nature conservation, the medicinal plant cultivation and processing facility… have begun to bring about results. These projects not only exploit existing potential but also open up new and more sustainable development directions.
Thanks to resources and projects, people's lives have improved significantly: The poverty rate in mountainous areas decreased from 30.95% in 2021 to 17.53% by the end of 2024; among ethnic minorities, it decreased from 63.38% to 34.46%. The average income of ethnic minorities reached 30 million VND/person/year, 2.1 times higher than in 2020.
Elected bodies go hand in hand, policies come into life
Not only investment capital, the important factor for the special mechanism to be effective is the support of the City People's Council. During the past term, the Da Nang City People's Council issued more than 500 resolutions, many of which directly target the mountainous areas.
Typical examples include Resolution 45/2018 encouraging businesses to invest in agriculture; Resolution 35/2021 supporting garden economy and farm economy; Resolution 30/2021 on clean water supply; Resolution 32/2021 supporting the construction of huts and storm shelters; or Resolution 09/2022 on the conservation of Ngoc Linh ginseng and precious medicinal herbs.

Director of the Department of Finance Tran Thi Thanh Tam commented that these specific resolutions have created the foundation for linking poverty reduction goals with socio-economic development. “Socio-economic development policies in mountainous areas have made an important contribution to improving and enhancing the quality of life, creating conditions for production development, and promoting sustainable socio-economic development.”
Not only issuing resolutions, the People's Council also supervises the implementation process. From disbursement, everything is monitored and questioned promptly. Thanks to that, the policies have been put into practice. The People's Council also closely supervises the implementation, from the progress of capital disbursement for school and medical station projects to the progress of storm shelter construction, and the effectiveness of each program.
Thanks to that, the policies have really reached the people. This is clearly shown in clean water projects, storm-proof houses, or garden and farm economic models that are taking effect at the grassroots level.
The special mechanism has helped the mountainous area of Da Nang to have a strong transformation. From traffic infrastructure, irrigation, schools, healthcare to economic and service projects, all bear the mark of special resolutions and close supervision of the People's Council. Specific figures such as: more than 8,000 billion VND of investment capital, 41 implemented projects, the poverty rate reduced by nearly half after only 3 years are clear evidence of the policy's effectiveness.
In the coming period, Da Nang continues to aim to exploit the advantages of the mountainous region in the fields of high-tech agriculture, medicinal herbs, and community ecotourism. With a special mechanism, the accompaniment of the People's Council and the efforts of the people, the mountainous region promises to become a space for sustainable development, contributing significantly to the position of the city's dynamic center and the entire Central region.
