About 600,000 accounts suspected of fraud have been collected

At the Vietnam Card Day 2025 Press Conference held on the morning of September 26, Mr. Pham Anh Tuan - Director of the Payment Department, State Bank of Vietnam (SBV) said that recently, SBV has collected about 600,000 accounts that may be suspected of being involved in fraudulent activities.

Nearly 300,000 customers warned to stop transactions to ensure safety

Mr. Pham Anh Tuan gave examples of fraudulent behavior such as a person opening many different accounts, having suspicious transaction behavior; an account generating too many transactions in a day, not suitable for the account capacity... "From this list, through the pilot implementation for banks, as of early September 2025, the banking system has helped warn nearly 300,000 customers to stop transactions with a total amount of about 1,500 billion VND", Mr. Pham Anh Tuan said.

According to the Director of the Payment Department, the State Bank of Vietnam is very concerned about the increasingly sophisticated fraud and scams, so in the regulations, the State Bank of Vietnam has required service providers to have procedures to prevent, stop, and warn against fraud and scams. The State Bank of Vietnam has also issued a series of Circulars, of which, in 2024 alone, there were 7 Circulars on the fields of payment, accounts, cards, and e-wallets.

“Through monitoring, most service providers have strictly complied with the regulations of the State Bank; at the same time, the State Bank also has regulations on organizations to review and send lists of cards and accounts that may be suspected of being involved in fraudulent activities,” said Mr. Pham Anh Tuan.

The Director of the Payment Department added that after the accounts related to individuals involved in fraud were banned, many subjects switched to accounts of organizations. Regarding this issue, the State Bank is amending relevant regulations to ensure security, safety, and prevent fraud.

Spreading trust in digital payments

Mr. Pham Anh Tuan emphasized that 2025 marks the 5th consecutive year the event has been held, with the consistent theme "One touch - ten thousand trusts".

Mr. Pham Anh Tuan expects: “With this year's meaningful theme: "One touch - Ten thousand beliefs", the Vietnam Card Day event will continue to create widespread influence, contributing to raising public awareness, promoting cashless spending habits, encouraging the application of technology in life, and thereby making practical contributions to the process of economic modernization."

After 5 years of organization, "Vietnam Card Day" is not only an annual event, but also an important milestone in the journey of developing cashless payments, promoting national digital transformation. "I highly appreciate the initiative, creativity, continuous efforts and close, effective coordination between the organizing units - Tien Phong newspaper, Vietnam National Payment Joint Stock Company along with the active response of banks, payment intermediaries, technology companies and the widespread accompaniment of press and media agencies across the country in organizing the event in a professional, effective and increasingly innovative manner, close to the people", said Mr. Pham Anh Tuan.

Regarding the banking sector, the representative of the State Bank said that 2025 is the final year of the implementation phase of the Project on developing non-cash payments in Vietnam for the period 2021 - 2025. After 4 years of implementation, the Project has created an important foundation for the sustainable and inclusive development of digital payments. The average growth rate in the number of non-cash payment transactions reached over 62% per year.

“Inheriting experience from previous years, 100% of booths within the event will apply non-cash payment methods; Technology music night - During the 3-day series of activities (depending on weather conditions), the Organizing Committee plans to organize a large-scale music night, attracting about 5,000 - 7,000 spectators”, said Journalist Phung Cong Suong.

"Vietnam Card Day" aims to realize the Government 's Project on developing non-cash payments for the 2021 - 2025 period, contributing to the national digital transformation process and building a digital society.
