Delegate Nguyen Hoang Mai, Vice Chairman of the Committee on Culture and Society, expressed the view that the high school graduation exam should not be organized because it is costly for the whole country. Graduation should be considered according to the plan of issuing certificates of completion of high school program.
Exam stress is costly.
Regarding university admissions, Mr. Mai said that each school has a different assessment method, according to training needs. In fact, many countries in the world do not organize high school graduation exams, but universities conduct entrance exams and assess abilities.
Delegate Tran Van Sau ( Dong Thap ) also said that organizing exams is for screening and selection, but only 98-99% pass. Meanwhile, organizing exams is costly, causing pressure on families and society.
"It is necessary to consider admission like secondary school, and for higher education institutions that want to recruit, it is more reasonable to consider and take entrance exams. In reality, the pressure of the high school graduation exam is very high, from printing, copying exam questions, ensuring security, traffic safety and order, food safety... there is a lot of pressure" - Mr. Sau said.
Expressing the view that there must be solutions to achieve the goal of real learning, real exams and not chasing after achievements, Standing Deputy Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Quang Binh Province Dang Ngoc Huy frankly pointed out that there is a situation of chasing after achievements in education.
Accordingly, he believes that this viewpoint needs to be emphasized in all state management agencies, schools and students and also agrees that there is no need to organize a high school graduation exam. Graduation should be assessed by schools themselves and high school graduation certificates should be issued, while universities should organize entrance exams and assessments according to demand.
Mr. Huy also pointed out the current pressure from the high school graduation exam, while the graduation rate is up to 98, 99% or even 100%. There is even a situation of running to raise scores to get into prestigious schools... Therefore, he agrees that there should not be a graduation exam but schools should issue entrance and exit certificates.
Eliminate graduation exams, improve quality first
"Testing too much is too costly and too difficult," said Cao Bang Provincial Party Secretary Quan Minh Cuong. He said that in some advanced countries in the world, after finishing middle school and high school, there is no exam, only a transcript, but why is the quality of education in their countries still higher?
"My personal opinion as a National Assembly delegate is to reduce exams and improve quality," Mr. Cuong emphasized and cited the reality in Cao Bang, "although exams yield very high scores, in terms of education, Cao Bang province is always at the bottom."
From there, delegate Cuong emphasized that "there is no need to measure and skim the cream", but improving people's knowledge is important, to have human resources and teams to complete tasks.
Also agreeing that high school graduation exams should not be organized, delegate Pham Van Hoa (Dong Thap) raised the issue: "The graduation exam is like an entrance exam, but if 100% pass rate, what kind of exam is it, while wasting money from the state budget and the people. Every year, the final exam is empty, so the Ministry of Education should reconsider whether to organize it or not?"
Accordingly, Mr. Hoa suggested that the education sector should carefully study and evaluate the possibility of not maintaining graduation exams, and have plans for universities to conduct entrance exams or admissions in accordance with reality.
In the draft Law on Education (amended) presented by Minister of Education and Training Nguyen Kim Son earlier, it was said that the draft law abolished the procedure for granting junior high school graduation certificates, and assigned the school principal/head of the facility implementing the junior high school education program to confirm the transcript of the completion of the junior high school program...
