Regarding the implementation results of Resolution No. 18, Dr. Le Thi Anh Tram - Deputy Secretary of the Party Committee, Head of the Organization Board of the Party Committee of Ho Chi Minh City National University - informed that from 2015 to 2024, Ho Chi Minh City National University reduced 3 management units, accounting for 10% of the reduction in the apparatus.
The number of officials receiving salaries from the state budget/total number of officials working at universities has gradually decreased over the years, exceeding the set target.
Specifically, in 2015, 3,502/5,603 civil servants received salaries from the state budget (62.5%), by 2024, only 1,154/6,400 civil servants (18%) received salaries from the budget.
Thus, in the period from 2015 to present, this university has reduced more than 2,300 officials receiving state budget salaries.
In 2024, Ho Chi Minh City National University will have 24/36 financially autonomous units in group 2 (accounting for 66%) and 12/36 financially autonomous units in group 3 (accounting for 34%); reducing 27% of regular expenditure (178 billion) from the state budget compared to 2021.
According to the leaders of Ho Chi Minh City National University, when the two remaining member units, An Giang University and the Institute of Environment and Resources, become autonomous, the university's apparatus will only have about 100 people receiving salaries from the state budget, including the library and the agency's office block.
Ho Chi Minh City National University is the university with the largest training scale in the country. In 2023, Ho Chi Minh City National University will have a training scale of about 94,000 full-time undergraduate students and more than 8,000 graduate and doctoral students.
Up to now, this unit has 10 training facilities including 8 member universities (University of Technology, University of Natural Sciences, University of Social Sciences and Humanities, University of Information Technology, International University, University of Economics and Law, An Giang University and University of Health Sciences); an Institute of Environment and Resources, a Branch of Ho Chi Minh City National University in Ben Tre province.
