According to Vice Chairman of An Giang Provincial People's Committee Le Van Phuoc, this is only an estimated figure. Heads of agencies and units are fully responsible for paying policy support funds to cadres, civil servants, public employees and workers under their management.
The regime of supporting travel and accommodation expenses for cadres, civil servants, public employees and workers has been implemented since the effective date of Resolution No. 02/2025/NQ-HDND of the An Giang Provincial People's Council (August 1, 2025), for cases of changing the actual workplace from the administrative center of An Giang province before the merger (old Long Xuyen city) to the administrative center of An Giang province after the merger (Rach Gia ward) and vice versa.
Officials, civil servants, public employees, and workers are paid monthly in addition to their current salaries and are paid on a lump sum basis. The province does not support travel and accommodation expenses for officials, civil servants, public employees, and workers who have been provided with transportation or official housing according to prescribed standards.
The People's Committee of An Giang province assigned agencies and units to review the subjects that have been decided by competent authorities to implement the policy of early retirement and resignation according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP of the Government to pay according to the actual time worked at the administrative center (after the merger) from August 1 to the time of retirement.
For public service units that partially self-insure regular expenses (group 3) in the case of merger between public service units that partially self-insure regular expenses and investment expenses (group 1) or public service units that partially self-insure regular expenses (group 2) into public service units that partially self-insure regular expenses (group 3) or public service units whose regular expenses are guaranteed by the State (group 4) whose needs have been synthesized and support funding has been arranged, the units are only allowed to pay support costs for cadres, civil servants and employees according to Resolution No. 02/2025/NQ-HDND when there is a decision by a competent authority approving the financial autonomy plan as a public service unit that partially self-insures regular expenses (group 3).
At the same time, units shall carry out the settlement of assigned funds in accordance with the provisions of the State Budget Law and relevant guiding documents; and shall be responsible before the law for cases of profiteering and group interests occurring at the unit.
Previously, on July 29, the An Giang Provincial People's Council passed Resolution No. 02/2025/NQ-HDND of the An Giang Provincial People's Council stipulating the regime of support for travel expenses, living expenses, and accommodation for cadres, civil servants, public employees and workers working in provincial agencies and units who change their workplace from the old An Giang Provincial Administrative Center to the new An Giang Provincial Administrative Center and vice versa, with a total budget of more than 80 billion VND/year; The resolution takes effect on August 1, 2025. According to the resolution, each person is supported with 2 million VND in travel expenses, 1.5 million VND in living expenses, and 1.5 million VND in accommodation. In case cadres, civil servants, public employees and workers have been arranged with shuttle buses or official housing according to prescribed standards, they will not be supported.
The support regime for cadres, civil servants, public employees and workers is implemented from the date of change of actual workplace from the old An Giang provincial administrative center to the new An Giang provincial administrative center and vice versa within 24 months in the form of a contract and is paid periodically every month along with the current salary.
Public service units that self-insure regular and investment expenditures, public service units that self-insure regular expenditures are applied to support civil servants and employees working at higher or lower units according to the financial capacity of the unit and must be specifically regulated in the internal spending regulations of the unit. The source of funding for implementation is guaranteed by the local budget according to the current budget decentralization. Public service units that self-insure regular and investment expenditures, public service units that self-insure regular expenditures balance and use from the unit's financial resources to support civil servants and employees working at the units.
