The 1st Congress of Delegates of Con Dao Special Zone: Building a sustainable development future

(NLDO) - The 1st Congress of the Con Dao Special Zone Party Committee set the goal of building Con Dao into a regional and international-class tourist area by 2030.

On the morning of August 8, the Con Dao Special Zone Party Committee held its first Congress for the 2025-2030 term. The Congress was attended by Mr. Nguyen Van Duoc - Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee, along with leaders of Ho Chi Minh City and former leaders of the Con Dao Special Zone through the periods, along with 109 official delegates, representing 697 party members of the Con Dao Special Zone.

The theme of the congress is "Strengthening the building and rectification of a clean and strong Party and political system in all aspects; ensuring national defense and security; improving the quality of life and happiness of the people; developing a sustainable economy associated with cultural, historical, spiritual and marine ecological tourism of regional and international stature".

The Political Report of the Con Dao Special Zone Party Executive Committee shows that in the 2020-2025 term, in the context of being heavily affected by the COVID-19 pandemic and limited investment resources, Con Dao still completed and exceeded most of the targets of the 10th Congress Resolution . The economy continued to grow steadily, with services and tourism playing a pivotal role, with 6/6 main economic targets reaching and exceeding the plan.

Key infrastructure projects are being implemented such as 110kV underground cable power supply from the mainland, expansion of Ben Dam port, upgrading of Co Ong airport... Tourism is strongly developed, recognized as a National Tourist Area, diversifying products from culture - history, spirituality to marine ecology. Clean agriculture , applying high technology associated with tourism, building OCOP product brands.

Culture and society flourished with 12/13 targets completed, education and health care were invested, 100% of people participated in health insurance, Ba Phi Yen festival was recognized as a national intangible cultural heritage. National defense and security were solid, the movement "Con Dao traffic safety, no drugs" spread. Party building work achieved 13/13 targets, discipline and order were maintained.

In addition to the achieved results, Con Dao still has some limitations such as electricity, water and transportation infrastructure that sometimes cannot meet the demand; tourism economy has not fully exploited its potential; attracting strategic investors is still difficult; land management and waste treatment have not been completed; administrative reform ranking is low compared to other localities.

The 1st Congress of the Con Dao Special Zone Party Committee set the goal that by 2030, Con Dao will become a regional and international-class tourist area, with sustainable development associated with conservation of nature, culture and history; strong national defense and security; and improved quality of life and people's happiness.

Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc congratulated the results achieved by the Party Committee and people of Con Dao Special Zone.

Main targets include: GRDP growth rate of over 8.4%/year; average income per capita increased by 29.75% compared to 2025; 100% of population using clean water; 100% of domestic and medical waste treated; 100% of households classifying waste at source by 2030; 100% of schools meeting national standards; maintaining advanced new rural standards; no more poor households.

In the 2025-2030 term, Con Dao will focus on three breakthroughs: Completing wastewater and waste treatment infrastructure and developing green transport; developing high-quality eco-tourism; promoting administrative reform associated with digital transformation, and building a smart island.

With the determination of "Solidarity - Discipline - Creativity - Sustainable Development", the Party Committee and People of Con Dao aim for a breakthrough term, making the pearl island a leading destination in Vietnam and the region.

Speaking at the Congress of the Con Dao Special Zone Party Committee, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc highly appreciated the efforts of the Party Committee and the people of Con Dao in improving living standards and building the locality into a "place with a high happiness index", green - clean - beautiful.

Chairman Nguyen Van Duoc emphasized that Con Dao needs to clearly define its "unique identity" as the foundation for building a sustainable socio-economic development strategy. Positioning Con Dao as a place where unique cultural, historical and natural ecological values ​​converge, aiming for the image of a "green, smart, livable island" that harmoniously combines modern development and heritage conservation.

The Chairman of the Ho Chi Minh City People’s Committee proposed calling for international-class investors to expand the airport, seaport and transport connections on the island; develop eco-tourism and high-end resorts; at the same time, invest in environmental protection, standard waste and wastewater treatment, and effectively exploit renewable energy sources.

Before the congress, delegates joined hands to support people in the mountainous and midland regions of the North and North Central regions who suffered damage due to rain and floods.

The Chairman of the Ho Chi Minh City People's Committee pointed out the orientations that the locality needs to focus on to help Con Dao make a breakthrough, such as identifying and promoting its own identity; green development, turning Con Dao into a leading eco-resort destination, friendly to the environment. At the same time, it is necessary to maintain national defense and security, promote its strategic position, build a national defense posture associated with the people's security posture. The locality also focuses on strengthening the building of the Party and the political system.
