General Phan Van Giang delivered a speech explaining the purpose, significance and requirements of the congress at the preparatory session.

Attending the preparatory session of the congress were members of the Party Central Committee, members of the Central Military Commission, and Deputy Ministers of National Defense: Senior Lieutenant General Vu Hai San; Senior Lieutenant General Pham Hoai Nam; Senior Lieutenant General Nguyen Hong Thai; Senior Lieutenant General Nguyen Truong Thang; Senior Lieutenant General Nguyen Van Hien; and Senior Lieutenant General Nguyen Quang Ngoc.

At the preparatory session, General Phan Van Giang delivered a speech to clarify the purpose, requirements, and tasks of the congress.

Accordingly, implementing Directive No. 45-CT/TW dated April 14, 2025 of the Politburo on party congresses at all levels towards the 14th National Party Congress, on August 25, 2025, the Central Military Commission Standing Committee reported to the Politburo on preparations for the 12th Army Party Congress.

The Politburo highly appreciated the Central Military Commission's preparations for the congress, both in terms of documents and personnel plans submitted to the congress; and agreed with the proposal of the Central Military Commission Standing Committee to organize the 12th Party Congress of the Army, term 2025 - 2030, from September 29 to October 2, 2025.

Based on the conclusions of the Politburo and comments from the congresses of the affiliated party committees, the Central Military Commission Standing Committee and the Central Military Commission met to approve all preparations for the congress and directed sub-committees and agencies to continue to complete all preparations for the congress.

Then, on September 22, 2025, the Central Military Commission Standing Committee directly reported to General Secretary To Lam, Secretary of the Central Military Commission, on all preparations for the congress. The General Secretary acknowledged and commended the sense of responsibility, positivity, and proactiveness of the Central Military Commission and agreed with the proposal of the Central Military Commission Standing Committee, and at the same time oriented a number of important contents at the congress.

General Trinh Van Quyet, on behalf of the Presidium, reported on the synthesis of discussion opinions and contributions to the draft documents submitted to the 14th National Party Congress.

In order for the Congress to take place as planned, be a great success, and truly be a typical, exemplary congress under the direction of the Politburo and the General Secretary, Secretary of the Central Military Commission, General Phan Van Giang requested delegates to fully and deeply understand the position and significance of the Congress, identifying this as an important milestone, affirming the political mettle and maturity of our Army over more than 80 years of building, fighting and growing under the leadership of the Party; a turning point in building a revolutionary, disciplined, elite and modern Vietnam People's Army, a loyal and trustworthy fighting force of the Party, State and people. The success of the Congress contributes significantly to the success of the 14th National Congress of the Party.

Senior Lieutenant General Vo Minh Luong, on behalf of the Presidium, chaired the congress to approve many important contents at the preparatory session.

Along with that, grasp the basic issues and new contents in the Central Committee's direction for this term's congress, especially the preparation of documents and personnel work. The program of this congress, along with the focused discussion in the hall, the congress will reserve time for delegations to discuss in groups, helping many delegates to participate in the discussion.

Therefore, delegates need to continue to invest time in research, carefully prepare content, actively participate in contributing many quality opinions on key contents, new points, directions, goals, tasks, and main solutions in documents of the Central Military Commission and draft documents of the Central Committee.

In addition to the above contents, General Phan Van Giang requested the delegates to uphold their political responsibility, demonstrate a high spirit of solidarity and unity, and ensure concentration to elect a delegation to the 14th National Party Congress that truly represents the will and intelligence of the Party Committee of the Army, contributing to the success of the 14th National Party Congress. At the same time, fully absorb and comprehend the contents of the congress to thoroughly grasp, concretize and successfully organize the implementation of the Resolution of the 14th National Party Congress and the Resolution of the 12th National Party Congress of the Army at their level.

General Phan Van Giang requested the congress subcommittees to continue to carry out their work according to plan; the agencies and units assigned to serve the congress need to carry out their service work well, ensuring the spirit of: thoughtfulness, strictness, safety, and economy; strictly comply with working regulations and rules, ensuring the congress takes place according to plan.

Next, under the direction of Senior Lieutenant General Vo Minh Luong, the congress unanimously voted on the number and personnel to elect the Presidium consisting of 5 comrades; the Congress Secretariat consisting of 3 comrades and elected the Delegate Qualification Examination Committee. Along with that, the congress listened to the announcement of the assignment of tasks to the members of the Presidium; voted to approve the regulations and working program of the congress.

At the preparatory session, on behalf of the Presidium, General Trinh Van Quyet reported on the synthesis of discussion opinions contributing to the Draft documents to be submitted to the 14th National Party Congress, which were synthesized by the Document Subcommittee of the 12th National Party Congress of the Army, term 2025 - 2030, from reports of Party committees under the Central Military Commission.

Lieutenant General Bui Cong Chuc, Director of the Organization Department, member of the Secretariat, disseminated regulations on election work at the congress.

Accordingly, the entire army had 836 comments, of which 456 were directly presented at the congresses of Party Committees under the Central Military Commission. During the process of discussing and contributing ideas to the draft documents to be submitted to the 14th National Party Congress, the Party Committees under the Central Military Commission fully grasped the content of the Central Committee's suggested discussion, closely following the direction and guidance of the General Department of Politics, organizing democratic, focused and responsible discussions and research.

In particular, focusing on key, core issues, new issues directly related to national defense and security; Party building work in terms of politics, ideology, ethics, organization and cadres; many suggestions and recommendations clearly demonstrate opinions and enthusiasm for major issues of the country.

In addition to the above contents, delegates listened to the dissemination of general regulations at the congress; regulations on election procedures, voting methods at the congress; and practiced some contents related to ceremonial work at the congress.

As planned, tomorrow (September 30), the 12th National Congress of the Military Party Committee, term 2025-2030, will hold an official session at the Ministry of National Defense Hall.
