Colonel Tran Viet Nang, Provincial Party Committee member, Political Commissar of the Military Command of Bac Ninh province, said that Bac Ninh is a province with a particularly important strategic position in terms of national defense and security, a "fence" and a solid "steel shield" protecting the capital Hanoi and the key northern region of the country. In the wars to defend the Fatherland, the armed forces and people of the province have always been united, fought bravely, steadfastly, and intelligently, contributing significantly to the whole country's defeat of all invaders. Therefore, the requirement to build Bac Ninh into a strong defense area is extremely important.

In the 2020 - 2025 term, the local defense and military tasks of Bac Ninh province were greatly affected by the Covid-19 pandemic and storm No. 3 (Yagi). In that context, under the leadership and direction of the Provincial Party Committee, People's Council, and Provincial People's Committee; with the close coordination of all levels and sectors; the local defense and military tasks of Bac Ninh province were deployed synchronously and effectively, many tasks were completed excellently, contributing to consolidating a solid defense posture.

The most prominent is the work of advising the Provincial Party Committee and the Provincial People's Committee on local defense and military tasks, which has been implemented synchronously, closely and effectively. Many leadership and direction documents on defense have been issued, contributing significantly to ensuring socio-economic development with strengthening defense and security. Timely advising the Provincial Party Committee and the Provincial People's Committee to direct the review, supplementation and inclusion in the planning of defense land areas, military works, strategic terrain, for long-term management and investment; the province has allocated a budget of more than 570 billion VND to invest in construction, renovation and repair of works in combat bases, rear bases, training grounds, working offices, barracks, ammunition depots, etc.

Party committees and authorities at all levels always attach importance to building a comprehensively strong armed force, organizing it in the direction of "refined, compact, and strong"; effectively implementing the arrangement and organization of the Provincial Military Command, including dissolving the district-level Military Command, establishing 4 regional defense command committees (PTKV) to ensure effective operations, in accordance with the 2-level local government model.

The training quality and combat readiness of the regular force have been improved. The militia and reserve forces have been organized widely, registered and managed strictly, and the military professionalism rate has exceeded the target set by the resolution. The annual military recruitment work has completed 100% of the target, and the quality has been increasingly improved; political and ideological education and training in national defense and security knowledge have been carried out in a systematic and effective manner, with more than 318,000 subjects trained during the term.

The Military Command of Bac Ninh province has proactively advised the Provincial Party Committee and the Provincial People's Committee to organize provincial-level defense zone drills with many new contents, close to the actual situation, and at the same time, directed districts, towns and cities to conduct defense zone drills, natural disaster prevention and control drills, search and rescue drills, and forest fire prevention and control drills with good results (especially organizing experimental drills for the Military Region on the key defense zone (KVPT) operating mechanism in Tien Du district and the command post operation in the rear base of Tan Yen district, which were assessed by the Military Region as having excellently completed the task). In responding to and overcoming the consequences of storm No. 3 (Yagi) and the Covid-19 pandemic, tens of thousands of officers and soldiers of the provincial armed forces have not been afraid of difficulties and hardships, actively participated in rescue, disaster relief, disease prevention and control, contributing to protecting people's lives and property, which have been recognized and highly appreciated by the Party Committee, government and people.

The Provincial Military Party Committee always attaches importance to leading the building of a strong armed force in terms of politics, ideology, ethics, organization and cadres. Effectively coordinates the implementation of the "Military - People" village model; mobilizes more than 10,000 working days of officers and soldiers of the provincial armed forces to participate in the program of "eliminating temporary and dilapidated houses". Closely coordinates with all levels and sectors to fully and promptly implement policies and regimes for soldiers, military families and policy beneficiaries for more than 16,000 cases; promotes "Repaying gratitude" activities, taking care of war invalids, families of martyrs, and people with meritorious services to the revolution (proposing to award "Fatherland's gratitude" certificates to 82 martyrs, resolving policies and regimes for more than 1,300 war invalids; receiving care for 3 Vietnamese Heroic Mothers). Those practical activities have contributed to strengthening people's trust, creating an important foundation to enhance potential and build the province's defense zone.

The results achieved affirm the solidarity, unity, determination and are a solid foundation, adding confidence and spirit for the cadres, employees and soldiers of the provincial armed forces to successfully complete their tasks in the coming period, worthy of being a loyal and trustworthy political and fighting force of the Party Committee, government and people.

According to Colonel Tran Viet Nang, besides those successes, local defense and military work still has some limitations such as: The awareness of a number of cadres, party members and people about local defense and military work is not adequate; the mobilization of militia and self-defense forces, reserve forces to participate in training, competitions and sports events has limited quality.

To implement the policy of building Bac Ninh province into a solid defense area, according to Colonel Tran Viet Nang, in addition to building a "people's heart position"; regularly taking care of building clean and strong party organizations in the provincial armed forces associated with building "exemplary and typical" comprehensively strong agencies and units, it is necessary to focus on a number of important solutions.

First of all, thoroughly grasp and effectively implement the resolutions, directives and conclusions of the Central Committee, the Central Military Commission, the Military Region Party Committee and the Provincial Party Committee on military and defense tasks. Correctly implement the leadership principles of the Party Committee and the management mechanism of the government. Promote the advisory role of departments, branches and sectors, in which the armed forces play the core role in building and operating the provincial military command; focus on leading the building of a strong military command to meet the requirements of the tasks in the new organizational structure.

Next, it is necessary to improve the forecasting capacity and combat readiness of the armed forces; supplement and adjust determination, combat readiness plans, civil defense plans, organize drills... Strengthen coordination between military forces with the police and other forces, effectively handle situations, avoid being passive and surprised. Direct the implementation of the work of selecting and calling citizens to join the army, military recruitment; national defense and security education... to meet mission requirements.

Focus on training, coaching and improving the quality of operations of the commune-level military command, building a strong team of militia and self-defense unit commanders; together with the locality, advise the Provincial Party Committee and the Provincial People's Committee on selecting and planning resources associated with the arrangement and use of military cadres at the commune and ward levels (focusing on local resources), building coordination regulations between the PTKV command and the Party committees and authorities of communes and wards to serve as a basis for performing local defense tasks well. Pay attention to investing the budget to build combat works in the defense area; build and repair to ensure the material facilities, working conditions, training and living conditions of the PTKV command and the commune and ward military command.
