THE 1ST PROVINCIAL PARTY CONGRESS, TERM 2025 - 2030: Opening a "golden page" in the future

The connecting numbers

The first Congress became a new milestone in the development history of the Provincial Party Committee after the merger, emphasized by the motto "One An Giang - One vision - One will - One belief in victory". Encapsulated in those 14 words is the highest determination: The political system, businesses and people join hands, unite hearts, unify wills, promote unified strength, build a province to develop quickly and sustainably, share a clear vision, act consistently, determined to overcome shortcomings and limitations, and successfully implement the identified goals and tasks.

Along with that is the congress theme, each word is considered, filtered, "added and subtracted" until 66 words are unanimously agreed upon: "Building a clean and strong Party organization and political system; promoting the tradition of solidarity; strengthening national defense, security, and foreign affairs; developing science , technology, innovation, and digital transformation; mobilizing all resources to build An Giang province to develop rapidly and sustainably, entering a new era with the country".

The political report presented to the congress is considered a collective intellectual product, full of creativity, based on the synthesis of 13,915 opinions of cadres, party members and people directly contributed during the conference, in writing through the letter and newspaper system. Most of the comments and reports comprehensively reflect the advantages and challenges in the coming term; identify new development spaces; propose synchronous solutions; promote the tradition of solidarity; and the determination to rise strongly of the Provincial Party Committee to enter a new era. The report identifies the theme, motto, 4 groups of targets, 6 groups of key tasks, 3 breakthroughs and 4 groups of main solutions. These contents are inherited, scientific, easy to remember, creating favorable conditions for dissemination and implementation. This is a new point of the An Giang Provincial Party Committee, highly appreciated by the Politburo.

122 journalists, reporters, and technicians from nearly 40 press agencies registered to work, diligently and creatively promoting the Congress comprehensively. According to our records, in just 1 week before, during, and after the Congress, nearly 500 press works in 4 types (print, electronic, radio, television) were introduced to the public. An An Giang that developed brilliantly in the past, has great potential in the present, and is striving to become a fairly developed province in the future... were reflected by journalists in a bold, continuous, and multi-dimensional way. During the Congress, there was always a smooth connection between the Press Center and the Congress Organizing Committee.

Working together for the future

The congress spent two-thirds of its time summarizing the implementation of the congress resolution for the 2020-2025 term; determining directions, tasks, and solutions for the 2025-2030 term; discussing and contributing opinions to the draft documents of the 14th Party Congress. As a result, 45 papers on various fields were sent to the Congress Organizing Committee, 7 papers were presented at the congress, and 99 opinions were discussed in 12 groups.

From the local and unit realities and the process of understanding the characteristics of An Giang province after the merger, many opinions are concerned and offer advice for the homeland to develop in the right direction in the next 5 years. Typically: In the previous term, the average economic growth rate (GRDP) in 5 years reached 5.68%. Acknowledging the Politburo's direction of "specific double-digit growth", reviewing local resources, An Giang agreed to set a target of 11% or more for the new term. The “destination” is already there, only the way to do it is discussed. According to the Department of Finance, to achieve the target of double-digit economic growth, it requires comprehensive innovation in thinking, models and ways of managing economic development. In addition to the 9 tasks and solutions proposed by the specialized sector, it is necessary to have the participation of the entire political system, the participation and support of the business community and the people, and close coordination of all levels and sectors to develop plans and roadmaps for implementation.

“Breakthrough in the application of science, technology, innovation and digital transformation” is one of the three proposed breakthroughs. According to the Department of Science and Technology, this is the inevitable path for An Giang to reach a prosperous future. With the right orientation, drastic and effective implementation, this field can directly contribute about 5% of GRDP. Specifically, if invested and applied effectively, science and technology can directly contribute about 1% of GRDP through commercialization of research products. With appropriate support mechanisms, innovation has the potential to contribute about 3% of GRDP. If implemented drastically and synchronously, digital transformation can contribute about 1% more GRDP through improving the efficiency of the whole system.

Or like the very new target (among 36 specific targets) "By 2030, achieve universal health insurance coverage and 100% of people receive regular health check-ups or free screening at least once a year", concretizing the direction in Resolution No. 72-NQ/TW of the Politburo. According to the Department of Health, the entire sector identifies the key task in the period of 2025 - 2030 as building a fair, modern, humane, people-centered health system; focusing on grassroots health, disease prevention rather than treatment; ensuring that all people, regardless of region, receive comprehensive, continuous and equal health care.

The Provincial Party Congress is an opportunity to look back on the efforts of the past term, determine the position of the Party and the locality in the overall development process of the country, thereby setting higher goals, more specific solutions, and more drastic actions for the development of the next term, especially in the new development space. The congress program ends to officially open a new term for outstanding achievements that will be recorded in the golden history of the future!

The Congress had 448 delegates, including 65 ex-officio delegates and 377 delegates introduced and appointed by 107 delegations of affiliated Party Committees; 6 alternate delegates replaced the official delegates. The Politburo and the Secretariat appointed the Provincial Party Executive Committee for the 2025-2030 term consisting of 66 comrades, the Provincial Party Standing Committee consisting of 16 comrades. 100% of delegates unanimously voted to pass the resolution of the 1st Provincial Party Congress.
