To bring ethnic minority policies to the people

Difficulties in implementing the national target program for socio-economic development in ethnic minority and mountainous areas in An Giang are being resolved by the province, creating momentum for ethnic minority areas to change and develop sustainably.

Progress from disbursement numbers

In the last days of September, when we returned to Vinh Binh commune, we saw the changes in the projects invested by the national target program for socio -economic development in ethnic minority and mountainous areas. The smooth concrete road extended to the fields, the school was renovated, and children went to school with excitement. After the organization was reorganized, Vinh Binh commune has 17 hamlets with more than 8,700 households. In 2025, the commune was allocated more than 1.19 billion VND in development investment capital. After the allocation, the commune invested in supporting housing for 6 poor households of ethnic minorities; invested in expanding the centralized domestic water supply system in Dong Tranh hamlet. The total investment cost of the 2 projects is 1.16 billion VND, reaching 97% of the plan. Vice Chairman of Vinh Binh Commune People's Committee Tran Thu Suong said: "The completed projects have created clear changes in the ethnic minority areas. People are very excited, clearly seeing the attention of the Party and State. The commune will strive to disburse 100% of the projects compared to the plan."

Tri Ton commune has made progress from the allocated development investment capital. In recent days, people in groups 11 and 12 of Ta On hamlet have been excited when the road passing through the two groups has been upgraded and expanded, with a total investment of 880 million VND from the development investment capital in 2025. According to Vice Chairwoman of Tri Ton Commune People's Committee Ho Thi Kim Duyen, in 2025, the commune was allocated more than 12.7 billion VND in development investment capital to implement 13 projects on essential infrastructure investment in ethnic minority areas. By the end of September, the commune had disbursed more than 9 billion VND, reaching 71% of the plan; it is estimated that by the end of 2025, the implementation will reach 100%. “We strive to disburse all the funds this year. The important thing is that the investment capital must be in the right place, to the right people, helping to improve the lives of ethnic minorities, helping them escape poverty sustainably and become well-off,” said Ms. Ho Thi Kim Duyen.

Efforts to remove problems from the province to the grassroots

Despite many achievements, the implementation process still faces many difficulties. Most communes face difficulties in disbursing career capital under the national target program for socio-economic development in ethnic minority and mountainous areas in 2025. Discussing this issue, Head of the Department of Culture and Society of U Minh Thuong Commune Le Thi Ngoc Hue said: "Actual funding and resources for projects are still limited, not meeting all development needs. There are projects with few beneficiaries but a lot of capital allocated and vice versa, many beneficiaries but relatively little capital allocated. The commune will strive to complete the disbursement of capital by the end of 2025".

Local leaders also said that the allocation of capital for some projects in 2025 is still slow, leading to some projects not being able to start construction and the time of the administrative unit merger has affected the implementation of the projects; the projects no longer have beneficiaries. The biggest difficulty of communes and wards in the province is the lack of specialized staff or some new staff are not familiar with the job, so the consultation is slow. "After the administrative unit merger, the team of cadres and civil servants working on ethnic affairs in Co To commune mainly received new tasks, so the tasks of ethnic affairs must be studied from the beginning," said Vice Chairwoman of the People's Committee of Co To commune Ha Thi Ngoc Mai.

In order to inspect and supervise the leadership, direction and organization of program implementation at agencies, units and localities assigned to implement projects, sub-projects and component contents, the Department of Ethnic Minorities and Religions has established a monitoring team to work with communes and wards in the province. Accordingly, the Department of Ethnic Minorities and Religions has established 11 teams to monitor 37 communes and wards in the province. During the monitoring sessions, specialized departments under the Department promptly removed difficulties, guided procedures and encouraged grassroots staff.

“Based on inspection and supervision, the Department of Ethnic Minorities and Religions will promptly propose to handle any backlogs and limitations that arise; propose to amend and supplement regulations and policies in accordance with the law and the actual situation of the locality. The most important thing is to ensure the disbursement progress is linked to actual efficiency, bringing practical benefits to the people,” said Danh Tha, Deputy Director of the Department of Ethnic Minorities and Religions.
