After 3 days of urgent and serious work, on the morning of September 30, the 1st Congress of Lao Cai Provincial Party Committee, term 2025-2030, successfully concluded its closing session.

At the closing session, delegates listened to a report summarizing comments at the Congress on the documents of the 1st Lao Cai Provincial Party Congress, and the draft documents to be submitted to the 14th National Congress of the Party.

Accordingly, the general goal of Lao Cai province in the 2025-2030 term is: Building a clean and strong Party and political system in all aspects; firmly ensuring national defense and security; promoting all potentials, advantages, resources and human factors, effectively exploiting new growth drivers, creating a breakthrough in building Lao Cai province into a growth pole, a center connecting economic trade between Vietnam and ASEAN countries with the Southwest region - China in the direction of "green, harmony, identity, happiness" associated with the goal of "Preserving borders, preserving people, preserving forests, preserving water, preserving the environment".

By 2045, Lao Cai will become the northern development center of the country; the center of economic and trade connections between Vietnam and ASEAN countries with China and Europe. Realizing the development goal of “green, harmonious, unique, happy”.

The Congress set out 25 main targets in the fields of economy, society, environment, Party building and political system; 3 breakthroughs and 5 key tasks.

Some important indicators include: Total product in the area at current prices by 2030 is more than 240 trillion VND; By 2030, the total value of exported and imported goods through the area will reach 10 billion USD; By 2030, the average life expectancy from birth will reach about 75.5 years; The happiness index of the people by 2030 will reach 72%; By 2030, the rate of trained workers will reach 75%, of which the rate of trained workers with degrees and certificates will reach 36%; The rate of poor households (according to the multidimensional poverty standard for the period 2026-2030) will maintain a decrease of 2.5-3 percentage points/year; The urbanization rate by 2030 will reach more than 38%; By 2030, the number of tourists to the area will reach more than 15 million, with tourism revenue reaching 70,000 billion VND.

Every year, more than 90% of the Party Committees under the Provincial Party Committee, the Fatherland Front, the provincial socio-political organizations, the provincial, commune and ward authorities complete their tasks well or better. The number of Party members admitted is 2.5-3% of the total number of Party members/year.

In his closing speech at the Congress, comrade Tran Huy Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lao Cai province for the 2025-2030 term, emphasized: With the spirit of "Solidarity - Democracy - Discipline - Creativity - Development", the 1st Congress of Lao Cai Provincial Party Committee, term 2025-2030, has completed all the contents and programs set out and achieved great success.

Comrade Tran Huy Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lao Cai province for the 2025-2030 term, spoke at the Congress.

The Congress discussed democratically, enthusiastically and unanimously passed important documents, including: Political report of the Provincial Party Executive Committee for the 2020-2025 term; Resolution of the Congress and Action Program of the Provincial Party Executive Committee to implement the Resolution of the Congress; Report synthesizing comments on the Draft documents to be submitted to the 14th National Party Congress and 17 key projects of the Provincial Party Executive Committee for the 2025-2030 term.

The documents adopted at this Congress are built on the basis of an objective and in-depth summary, affirming the important and outstanding achievements that have been achieved, frankly pointing out the limitations, weaknesses, causes, and experiences drawn after 5 years of implementing the Resolution of the 13th National Party Congress, the Resolution of the Provincial Party Congress for the 2020-2025 term; at the same time, closely following the development orientation in the Draft documents submitted to the 14th National Party Congress and the local practical situation, truly innovating thinking to determine the direction, goals, tasks, and solutions for the coming term with the requirement of rapid and sustainable development.
