At the same time, he discussed and answered difficulties and problems in the process of implementing tasks in the Industry and Trade sector when following the 2-level local government model.

The conference is of great significance in fully disseminating and unifying the content of legal regulations on decentralization, delegation, and division of authority in the industry and trade sector as well as helping communes and wards understand the content of the new decrees. In addition, it is also an opportunity for communes and wards to discuss difficulties in the implementation process to ensure the decrees come into life.
