On all the roads of Ninh Binh - from Ninh Binh town, Tam Diep to the villages of Yen Mo, Kim Son, Gia Vien and even the newly merged localities from the old Ha Nam and Nam Dinh these days, everywhere you can easily see the joyful atmosphere towards the first Provincial Party Congress, term 2025-2030.

This is a major political event, marking a turning point for Ninh Binh province in the context of the country's comprehensive innovation and deep integration. After implementing the two-level local government model (province and commune), this Congress not only summarizes the past 5 years but also plans a new development path, with many great expectations.

Mr. Tran Van Dung, a retired official in Hoa Lu ward, shared: "The first Provincial Party Congress is a historic milestone. We, the people, hope that the Congress will set out clear development directions so that Ninh Binh can promote its strengths in tourism, clean industry, high-tech agriculture, and at the same time improve people's lives both materially and spiritually."

During the 2020-2025 term, Ninh Binh has achieved many remarkable achievements: basically completing the socio-economic development goals and targets, increasing the economic scale after the province's merger to VND 352,164 billion; budget revenue in 2025 is estimated at VND 75,219 billion; the average growth rate of gross regional domestic product (GRDP) in the area for 5 years (2020 - 2025) is estimated at 9.26%/year. GRDP per capita by the end of 2025 is estimated at VND 89.45 million.

Industrialization and modernization are promoted, focusing on building and increasing key industrial products, high technology, and unique tourism products associated with building local brands, gradually turning tourism, cultural industry, and entertainment industry into key economic clusters to promote growth.

Accelerating urbanization, initially forming a synchronous planning system with a long-term vision, in line with the orientation of sustainable development. A modern urban appearance is gradually taking shape, creating a foundation for building a centrally-run city.

Agriculture, farmers and rural areas are focused on and identified as the foundation of a sustainable economy, ensuring food security, promoting the use of mechanization, applying high-tech agriculture, organic agriculture and increasing product value; the work of building new rural areas is focused on, implemented synchronously and methodically, and the appearance of the countryside is increasingly improving. These results are the foundation for people to trust and place their hopes on the new term.

Aspiration to develop from homeland's strengths

Ninh Binh is endowed by nature with many valuable potentials, such as Trang An Scenic Landscape Complex, Tam Coc-Bich Dong, Hoa Lu Ancient Capital, Tran Dynasty relic cluster, Bai Dinh Pagoda, Tam Chuc Tourist Area, Phu Day National Architectural and Artistic Relic... Tangible and intangible cultural heritages are invested in conservation and restoration, closely linked with the exploitation of unique cultural values ​​to serve economic development.

Mr. Nguyen Van Lam, a farmer in Kim Son commune, said: "We hope that the Congress will continue to have a stronger strategy in developing high-tech agriculture associated with deep processing. Kim Son has a traditional sedge craft, if properly invested, it will not only preserve its identity but also expand its export market."

In the tourism sector, Ms. Le Thi Hoa - owner of an accommodation facility in Trang An - shared: "We expect the development of green, sustainable tourism, associated with heritage conservation. Ninh Binh can become an international tourism center, but needs more support mechanisms for businesses and people, especially in training high-quality human resources."

Not only looking forward to the economy, many people also hope that the Congress will pay more attention to the field of social security. Ms. Nguyen Thi Hong in Yen Thanh commune, Yen Mo district said: "What people want most is for life to get better and better. We hope the province will focus on investing in schools, hospitals, and rural transportation, so that people in remote areas can also benefit as in the city."

The common aspiration of the people is that Ninh Binh will break through and become a fairly developed province in the Red River Delta, a place with a desirable living environment, a dynamic economy but still preserving its cultural identity and natural landscape.

Join hands to build the future of the new term

The atmosphere towards the Congress not only spreads among all classes of people, but is also clearly shown in each organization, agency, and unit. Emulation movements in labor production, new rural construction, urban beautification, environmental protection, etc. are being promoted as practical works and tasks to welcome the Congress.

Mr. Pham Van Cuong, a worker at Khanh Phu Industrial Park, said: "We hope the Congress will propose many policies to care for workers' lives, build social housing, playgrounds, and schools for workers' children. That way, workers will stay long-term and contribute to the development of the province."

Meanwhile, the younger generation is also placing high hopes on the new development path of their homeland. Student Nguyen Thu Hien, Hoa Lu University, shared: "We hope the province will have more policies to support creative startups and create jobs for students after graduation. Ninh Binh youth are ready to contribute with their intelligence and youth, but need an environment to develop."

After merging the three provinces of Ha Nam, Nam Dinh and Ninh Binh into Ninh Binh province, the province has a natural area of ​​about 3,942.61 km², a population of more than 4.4 million people and after rearranging the commune-level administrative units, Ninh Binh province will have 129 commune-level administrative units, including 32 wards and 97 communes.

The first Ninh Binh Provincial Party Congress for the 2025-2030 term is considered a key moment, marking the beginning of a new development period. People expect the Congress to select officials with enough heart and capacity, who dare to think, dare to do, and dare to take responsibility for the common development.

Speaking to VTV Times reporter, Mr. Nguyen Van Binh, a veteran in Hoa Lu ward said: "What the people expect most is that the Congress will make decisions that are close to reality and highly feasible. Leaders must be close to the people, understand the people, so that all policies when implemented will be unanimously supported by the people."

In the context of the whole country moving towards the goal of becoming a developed country by 2045, Ninh Binh is also striving to contribute to that common journey.
