In 2024, Dak Lak province was assigned a total capital plan for basic construction of more than 6,196 billion VND (unadjusted plan). Of which, the detailed allocation for projects under the Dak Lak provincial budget to implement the project is nearly 4,256 billion VND; the district budget to implement the projects is more than 1,351 billion VND.
Close supervision
In order to promptly disburse public investment capital on schedule, in recent months, the People's Committee of Dak Lak province has resolutely directed and requested departments, branches, localities, and investors to seriously implement Directive No. 03/CT-UBND of the Chairman of the People's Committee of Dak Lak province on strengthening the implementation and disbursement of the 2024 public investment plan in the area, and at the same time deploy key tasks to ensure the completion of the disbursement plan in 2024.
In particular, urgently deploy the plan to collect land use fees and land sale fees to ensure investment capital for projects; urge and guide districts, towns and cities in compensation, support for site clearance and resettlement; advise on the adjustment of land use planning, district-level land use plans, contents related to material mines, minerals, and dumping sites serving projects; review, adjust and transfer capital plans for projects with disbursement rates that do not meet progress.

Along with that, districts, towns, cities and investors need to promptly detect and remove difficulties and obstacles according to their authority, urge investors to speed up the implementation progress and disbursement of works and projects to ensure the completion of assigned plans; proactively coordinate closely with relevant units to actively carry out procedures on site clearance; promptly complete acceptance records for completed works and projects; urgently speed up the implementation progress of projects to celebrate the 120th Anniversary of Dak Lak Province's founding.
According to Chairman of Dak Lak Provincial People's Committee Pham Ngoc Nghi, from the beginning of 2024, Dak Lak Provincial People's Committee directed departments, branches and localities to continue to urge the implementation of key projects in the area; focus on disbursing public investment capital on schedule and according to the objectives of the projects; implement drastic solutions to collect land use fees.
“The units assigned to collect land use fees must urgently implement plans to collect land use fees and land use rights auction fees. At the same time, promptly remove difficulties and obstacles in the implementation of projects that collect land use fees to ensure investment capital for projects already in the 2024 plan,” Mr. Nghi emphasized.

According to the Department of Planning and Investment, by November 11, 2024, the entire Dak Lak province will disburse about 2,575 billion VND of the 2024 public investment plan capital managed by the provincial budget to implement projects.
Specifically, the total public investment plan for 2024 that Dak Lak province's budget manages to implement the project is more than 3,969 billion VND (adjusted number). Up to now, Dak Lak has assigned details to each project to reach 100% of the plan and disbursed 2,575, reaching 64.8% of the plan, 10.6% higher than the same period last year.
To achieve the best results in disbursing public investment capital, the People's Committee of Dak Lak province has requested departments, branches, localities, and investors to strengthen the implementation of key tasks to complete the disbursement plan in 2024.

In addition, recently, Dak Lak province has directed units to strengthen inspection, supervision, and speed up the progress of project implementation, especially key projects with large capital; promptly grasp and resolve difficulties and problems in the disbursement of public investment capital in the area.
Disbursement of target program capital has not met expectations.
Despite achieving a high rate in public investment disbursement, the disbursement of investment capital in national target programs has not yet met expectations. Up to now, Dak Lak has developed and issued 17/17 contents to implement 3 national target programs including: sustainable poverty reduction; Socio -economic development of ethnic minority and mountainous areas; New rural construction according to regulations. At the same time, many solutions have been deployed for implementation.
Although many solutions have been deployed and the progress of implementing national target programs has been accelerated, the disbursement rate of capital for these programs is still low. Specifically, the total capital from the central budget and provincial budgets assigned to implement national target programs from 2021 to 2024 is more than 5,287 billion VND.
Accumulated from 2021 to October 21, 2024, units and investors disbursed more than VND 3,268 billion, reaching a rate of 61.8%. In the first 10 months of 2024, units and investors have only disbursed more than VND 886.8/2,866 billion (equal to 30.94% of the total capital to implement national target programs in 2024).

According to the Department of Planning and Investment, the disbursement rate of capital for national target programs is low due to many reasons. For example, for the national target program for new rural construction, the grassroots staff force is often fluctuating and most of them hold concurrent positions, which affects the quality and progress of consulting on the implementation of this program.
Or the national target program on sustainable poverty reduction is facing difficulties due to the lack of strong leadership and direction in some localities. The issuance of resolutions regulating support levels is still slow, affecting the progress...
Along with that, the implementation and disbursement of capital for the Socio-Economic Development Program for Ethnic Minority and Mountainous Areas is facing many difficulties and obstacles, especially due to the high rate of poor households in ethnic minority areas in some localities, mainly concentrated in communes, villages and hamlets with special difficulties; the level of lack of access to some basic social services such as housing, clean water and sanitation is still high. The land fund of some localities to solve the problem of residential land and production land for people is still limited; the support level according to regulations to support residential land and production land is very low compared to actual costs...
To solve the above situation, Mr. Nghi said that there should be a document directing localities to focus on disbursing capital for national target programs, not just focusing on disbursing capital for traffic works and projects as some localities are doing.
