Ensuring the progress of Long Thanh International Airport Project

The Government Office issued Notice No. 31/TB-VPCP on the conclusion of Prime Minister Pham Minh Chinh at the meeting on the progress of the Long Thanh International Airport Construction Investment Project, Phase 1.

Strive to ensure the progress of Long Thanh International Airport Project.

The announcement stated: The implementation of the Project in the past time has had positive changes, however, there are still many shortcomings, limitations, difficulties and obstacles. To ensure the implementation of the Project meets the set progress, the Prime Minister requested relevant ministries, branches and agencies, especially the Ministry of Transport , the Ministry of Agriculture and Rural Development, the State Capital Management Committee at Enterprises to seriously implement the conclusions and directions of the Government leaders, learn from the experience of not fully implementing the directions, not promptly reporting to handle difficulties and obstacles.

Regarding progress , the Prime Minister noted: The conclusion of the Party Central Committee Conference and the direction of the Prime Minister have determined that the Project will be basically completed in 2025. Therefore, ministries, branches, investors, contractors, consulting units and relevant agencies urgently review and deploy construction with a sense of responsibility, and complete the project on time with the spirit of "only work, no back-talk", "working in 3 shifts, 4 shifts", "eating quickly, sleeping urgently", "working on holidays and Tet".

Regarding Component Project 1 , the Prime Minister requested the Ministry of Agriculture and Rural Development to be more proactive in implementing the Animal and Plant Quarantine Station Project, speeding up progress to make up for the delay; investors urgently deploy the construction of state management agency headquarters, completing before December 31, 2025 as committed.

Regarding component project 2 , Vietnam Air Traffic Management Corporation (VATM) will deploy construction items to ensure synchronization with other construction items of the Project, to be completed before December 31, 2025.

Regarding Component Project 3 , Vietnam Airports Corporation (ACV) urgently completed the selection of the remaining 3 bid packages, directed the urgent implementation of all items and bid packages; reviewed and adjusted all construction measures, mobilized additional contractors and subcontractors to speed up implementation, if necessary, studied plans to mobilize units of the Police and Military forces to participate in construction; strengthened inspection and supervision to ensure safety, quality and progress.

Package 5.10 (passenger terminal) is reported to have only difficulties and problems in purchasing equipment (screening system, baggage conveyor) from abroad, the rest is the construction volume, therefore, ACV directed contractors to arrange more people, overtime, extra shifts, and organize "rolling" construction to quickly complete the project. Right after the Lunar New Year, the Chairman of the Board of Directors of ACV and the general contractor directly went abroad to meet with equipment suppliers, negotiate, and promote earlier equipment handover, meeting the basic goal of completing the Project in 2025.

ACV and construction contractors proactively work with the Chairman of Dong Nai Provincial People's Committee on providing raw stone, sand and gravel mines directly to contractors and project investors (as stipulated in the amended Mineral Law and the instructions of the Government and the Prime Minister) to ensure construction progress on the projects and ensure adequate supply for the Project. In case Dong Nai Provincial People's Committee fails to implement, investors and contractors shall report directly to the Prime Minister.

Regarding Component Project 4 , the Ministry of Transport is responsible to the Government and the Prime Minister for implementing and ensuring completion on schedule as committed before December 31, 2025.

Regarding runway 2 , the Ministry of Planning and Investment is responsible for urgently completing the procedures and submitting to Deputy Prime Minister Tran Hong Ha for decision on assigning ACV as the investor; ACV will study the method of bidding (with a discount compared to the package price) to implement the construction of the second runway, completing the necessary procedures before February 15, 2025.

Regarding connecting traffic routes , the Ministry of Transport shall preside over and coordinate with relevant units to urgently implement the conclusions of the Government leaders and promptly report to the Prime Minister on difficulties and problems.

For the Ho Chi Minh City - Long Thanh Expressway Expansion Project, the Ministers of the Ministries of Transport, Planning and Investment, and Finance urgently agree and report to the Prime Minister on the central budget capital source to implement the Project (central budget reserve source; source of increased revenue, expenditure savings, etc.), ensuring basic completion by 2025. The Ministry of Transport will study and select optimal options to shorten the implementation time, including considering effective bidding methods and especially fighting negativity, corruption, and group interests.

Regarding construction materials , the People's Committee of Dong Nai province reviews licensed material mines. In case of violations, they will immediately revoke them according to regulations; assign contractors to exploit material mines to supply for the Long Thanh International Airport Project and connecting traffic projects according to the provisions of the Law on Minerals, Resolutions of the National Assembly, and Resolutions of the Government, and directions of the Government.

The Ministry of Natural Resources and Environment promptly guides the People's Committee of Dong Nai province to exploit minerals for common construction materials in accordance with current laws, especially the handover of construction material mines, including stone mines, directly to contractors no later than February 20, 2025.

The Ministry of Public Security and the Ministry of National Defense closely coordinate with ACV and investors in case it is necessary to mobilize local and industry construction forces to participate in implementing bidding packages and items of the Project.

Deputy Prime Minister Tran Hong Ha decided to adjust the Project and assigned ACV to deploy the second runway before February 15, 2025, directed the Working Group of Long Thanh International Airport Project Phase 1 to monthly review and urge the implementation progress, remove obstacles according to authority and promptly report to all levels on issues beyond authority.

The Ministry of Agriculture and Rural Development shall review, clearly identify the causes, and handle individual and collective responsibilities in the delay in allocating capital to implement the Animal and Plant Quarantine Station project, under Component Project 1; the Ministry of Transport shall continue to review, investigate the causes, and handle the responsibilities of the leaders of the Ministry in charge of the delay in implementing Component Project 4; and report to the Prime Minister before February 20, 2025.

Long Thanh International Airport Project includes 4 component projects: Component project 1 (headquarters of state agencies); Component project 2 (works serving flight management); Component project 3 (essential works); Component project 4 (ground service works).
