At the "Conference to evaluate the results of the PAR Index, SIPAS, PCI, PGI of Hanoi City and solutions to improve the Indexes" held today, August 29, Vice Chairman of the Hanoi People's Committee Ha Minh Hai, on behalf of the city's leaders, gave specific instructions to agencies, units as well as the team of cadres, civil servants and public employees of the Capital, to improve the effectiveness of administrative reform (AR) in the coming time, on the viewpoint of "substantive effectiveness and final results for evaluation".
People are both the service center and the subject of development of the capital.
Emphasizing that 2024 and 2025 are of special importance, pivotal and sprint significance for the City to complete the goals, targets and tasks of the Resolution of the 17th Congress of the City Party Committee, from the issues raised at the conference, the Vice Chairman of the City People's Committee requested that heads of departments, branches and sectors; Chairmen of People's Committees of districts and towns fully understand, transform directives and proposals into specific actions, and synchronously deploy solutions with the motto of action "1 goal, 3 principles, 6 efforts".
From the viewpoint that administrative reform must be evaluated based on "actual effectiveness and final results", Vice Chairman of the City People's Committee Ha Minh Hai noted that in the coming time, the whole city will focus on 5 key contents to carry out administrative reform work.
In particular, unifying the awareness from the leadership to the team of civil servants about the position and role of administrative reform, green transformation, digital transformation, Project 06 - identified as the most important breakthrough, towards building a service-oriented administration with the motto "Civilized - Modern - Professional - Transparent - Streamlined - Effective, Efficient". The goal is that people and businesses are both the center of service, the center of development and the creative subjects in building and developing the Capital; the effectiveness of administrative reform is measured by people's satisfaction.
“The city can only take shortcuts, develop quickly and sustainably through science and technology, innovation, administrative reform and digital transformation - this has been proven in practice” - Vice Chairman of the City People's Committee Ha Minh Hai emphasized.
Regarding policy institutions, the Vice Chairman of the City People's Committee requested agencies and units to grasp the Party and State's policies and guidelines, and regularly update general development trends, such as green transformation, digital transformation, circular economy , and sharing economy as a necessity. At the same time, grasp the situation, apply creativity to each locality and unit, especially strengthen learning from experience; be creative and pioneer in implementing pilot models; proactively build a comprehensive, synchronous, unified, feasible, stable, transparent legal corridor; focus on removing bottlenecks; review functions and tasks, assign, decentralize and delegate authority strongly and thoroughly according to the motto "Five clear - One consistent".
“The city has implemented a project on decentralization and authorization, but there are still some contents that have been decentralized but not thoroughly. Therefore, it is necessary to continue decentralization with a strong spirit but thoroughly, to be smooth and effective” - Vice Chairman of the City People's Committee Ha Minh Hai clearly stated.
From there, the Vice Chairman of the City People's Committee proposed that in 2024, focus on assigning and implementing the contents of the Capital Law and planning; review and build a system of processes, regulations, standards and norms of sectors and fields (in September 2024, the City People's Committee will submit to the City People's Council a pilot model of the City Public Administration Service Center); regularly innovate leadership and direction methods, effectively overcome coordination and the situation of pushing and avoiding.
“Currently, the city is still very weak in coordination, especially in interconnection. If we are not determined to overcome this and do not clearly define functions and tasks, people and businesses will continue to face difficulties,” said Vice Chairman of the City People’s Committee Ha Minh Hai.
The Vice Chairman of the City People's Committee also noted that the City should continue to review and promote the assignment and decentralization of authority in handling work, associated with the individualization of responsibilities, especially the responsibilities of leaders in the spirit of Resolution 04/CP, with the motto "5 clear, 1 consistent"; strengthen innovation in inspection and supervision methods through the application of IT, centralized data, big data, towards real-time and transparency for people to monitor.
Cut unnecessary processes, reengineer processes
The next particularly important task emphasized by the Vice Chairman of the City People's Committee is to focus on continuing to reform administrative procedures; focusing on providing quality public services and especially the interaction between the government - people - businesses.
In particular, continuing to improve the online public service system (DVCTT) towards full-process DVCTT - is an aspirational goal, requiring high determination; at units and districts, reviewing and cutting unnecessary processes and restructuring processes; building databases of industries and fields to share and connect, in order to reduce time and effort for people. At the same time, deploying work settlement processes according to the motto "Four Nos" in which promoting non-cash payments; improving the effectiveness of the application "Digital Capital Citizen - iHaNoi" so that all suggestions and feedback from people and businesses are listened to and handled promptly.
At the same time, increase the use of virtual assistants in daily work; develop high-quality human resources, identify the role of the leader as the decisive factor; promote personal responsibility, exemplary behavior, proactive innovation; ensure a working environment and conditions that encourage innovation, and protect those who dare to think and dare to do.
In addition, Vice Chairman of the City People's Committee Ha Minh Hai requested units to develop a mechanism for increased income according to the Capital Law; strictly implement Directive 24-CT/2023/TU of the City Party Committee, and handle cases of incompetence and lack of spirit of serving the People and Enterprises.
Regarding inspection and supervision, the Vice Chairman of the City People's Committee suggested strengthening digital transformation, transparency, accountability and people's participation; promoting the application of IT, digital transformation, Project 06 in all aspects of leadership and management. The City determined that accelerating the process of building a digital government, transparency, and people's participation in supervision is the smartest and most effective solution; continuing to innovate the assessment of officials and accountability through data and artificial intelligence.
Another important task is to promote propaganda, mobilize combined strength, create consensus of the entire political system, especially the support of people and businesses with the "5 diffusion" viewpoint.
“Based on the results of the assessment of the indicators, units and localities proactively review, analyze, and carefully evaluate each component criterion, clearly identify the achieved contents, the unachieved contents, the root causes, the responsibilities of which units or individuals, and then propose specific solutions to overcome them. The functional departments take the lead in developing the city's overall plan to overcome the identified shortcomings, especially the recommendations of the Central leaders, towards building real-time assessments, with the participation of as many people as possible" - Vice Chairman of the City People's Committee Ha Minh Hai stated.
