The implementation of milestones on administrative unit adjustment, including provincial mergers, is taking place urgently in accordance with Conclusion No. 127-KL/TW.

Conclusion 127-KL/TW on implementing research and proposing to continue to reorganize the apparatus of the political system, including the content of developing a project to merge provinces, not organize at the district level, and continue to merge commune-level administrative units, has been and is being followed with special attention by people across the country.

It can be said that the arrangement of administrative units associated with the arrangement of the apparatus organization to ensure leanness, compactness, strength, efficiency, effectiveness and efficiency is being focused on by the Party and State.

It must be affirmed that the arrangement of administrative units, including the merger of some provinces, is not a mechanical assembly but has very clear criteria to create development space; promote the potential, opportunities, and competitive advantages of localities in accordance with current development conditions.

At the same time, it promotes the autonomy, self-reliance and self-strengthening of local authorities at all levels; especially to bring the government closer to the people, to resolve people's work faster and more conveniently; and to bring more happiness and prosperity to the people.

These days, through the mainstream media, the public has initially witnessed many contributions from the people, management experts, and scientists expressing their agreement and high consensus with the Central Government's decisions, sharing lessons learned from previous administrative unit adjustments. Of course, there are also concerns, especially on people's livelihood issues, administrative procedures, paperwork, and policies. This is also understandable.

Plans and policies related to the arrangement of administrative units, including the merger of some provinces, are being urgently implemented to ensure compliance with plans and time schedules, while listening to reality to promptly make appropriate adjustments and supplements.

Identifying distorted arguments

As is often seen when the country has major events, unofficial information, lack of awareness, lack of goodwill, and along with that, distorted and destructive information have the opportunity to "show off".

Small ones on social media accounts constantly post "lists" of this province merging with another province, even creating A4 documents with cut-off ends and formats that look exactly like the real thing about merger plans, "suggestions" that at first glance seem "100%" correct. Even more unkindly are using place names as a laughing stock, with comments and gossip like "when the children and grandchildren pray here, will the ancestors know the way back" (!).

At large, they distort the policy of organizing the apparatus of the political system by deliberately "cutting and splicing" concepts to create suspicion and misunderstanding of the policies of the Party and the State. Then, they take advantage of the merger of some provinces to create discourses that essentially carry the content of regional discrimination, local discrimination, religious discrimination, with the goal of destroying the great unity of the people, destroying the connection of "Party's will, people's heart" to serve deep-seated plots in the hope of having the opportunity to cause riots.

In particular, some reactionary forces take advantage of the policy settlement for cadres, civil servants and public employees who no longer continue to work here to distort that this is a "waste of state budget" (!)

These arguments are not strange. But in the current context, when science and technology have developed and reached every corner of life, social networks have also spread to individuals every hour and every minute, those arguments have taken the opportunity to infiltrate people's lives, taking advantage of the opportunity to "fish in troubled waters" (such as profiteering from land prices), leading to comments and shares, causing panic and anxiety in public opinion, affecting the normal operations of agencies, organizations and businesses.

Beautiful and rich country, everywhere is home

It must be firmly affirmed that the adjustment of administrative boundaries as well as the merger of provinces and cities must be considered based on many factors such as planning, socio- economic development conditions, national defense and security, cultural, historical and ethnic characteristics of the locality... and be carried out according to strict procedures and processes as prescribed by law.

The National Assembly is the competent authority to decide on the merger of provinces and cities after a careful and thorough research process. There is absolutely no need for social networks to spread news in the style of “putting the cart before the horse” or “not yet clear inside the house, but already clear outside the door” to confuse public opinion, to make public opinion misunderstand and doubt the major policies and decisions of the Party and State.

That context requires all citizens to be extremely alert to distinguish between official information and distorted information that is meant to attract views. People need to proactively create for themselves the habit of accessing information from official sources.

In particular, do not spread or share information of unknown origin. Contributing to the dissemination of false information not only violates the law but also creates opportunities for hostile forces to take advantage of distorting, inciting, causing public confusion and negatively affecting social life.

Each new stage of development of the country requires new spaces and new resources. That development is for the purpose of creating new positions and strengths for localities and regions, thereby contributing the most to the country's growth. The new era of the nation requires that even more. A beautiful and rich country, everywhere is home. All Vietnamese people must have that common denominator.

Adjusting administrative boundaries as well as merging provinces and cities must be considered based on many factors such as planning, socio-economic development conditions, national defense and security, cultural, historical and ethnic characteristics of the locality... and must be carried out according to strict procedures and processes as prescribed by law.
