The Ministry of Home Affairs recommends that localities effectively manage and use the number of teacher positions.
The Ministry of Home Affairs has just issued Official Dispatch No. 8479/BNV-TCBC to the People's Committees of provinces and centrally-run cities on the management and use of teacher staff at general schools and preschools.
According to the Ministry of Home Affairs, the issuance of the document comes from the requirement to synchronously implement important documents such as Conclusion 186-KL/TW in 2025, Plan 56-KH/BCĐ in 2025; Resolution 268/NQ-CP in 2025, Directive 26/CT-TTg in 2025.
While the Ministry of Education and Training is reviewing and revising the Circulars guiding the educational career staffing norms to ensure compliance with the Politburo's policies and conclusions, to meet the necessary requirements of arranging teachers for teaching in the 2025-2026 school year, the Ministry of Home Affairs requests the People's Committees of provinces and centrally run cities to implement a number of key contents.
Accordingly, localities need to manage and effectively use the number of teacher positions assigned by competent authorities in accordance with legal regulations, with reasonable decentralization between local authorities at all levels, ensuring compliance with the goal of promoting decentralization, delegation of power and orientation for arranging administrative units and organizing 2-level local authorities.
Immediately recruit teachers at general schools and kindergartens within the total assigned staff quota according to the provisions of law, ensuring the correct standards and job positions, suitable to local needs, especially the number of teachers added for the period 2022 - 2026.
Another important content is the rearrangement of public service units in the education sector. Localities carry out the rearrangement according to the direction in Official Dispatch No. 03/CV-BCĐ dated April 15, 2025, Official Dispatch No. 59-CV/BCĐ dated September 13, 2025, Document No. 130/KH-BCĐTKNQ18 dated September 21, 2025 and instructions of the Ministry of Education and Training.
In addition, to ensure the need for teachers to serve teaching work from the 2025-2026 school year, localities need to continue to implement many synchronous solutions.
First of all, implementing solutions to ensure teacher recruitment sources such as: Researching and forecasting well the size of the school-age population at each level and grade in the locality, proactively developing a plan to use human resources to serve the education sector to have a plan to train teachers, ensuring recruitment sources for the staffing roadmap for the period 2026 - 2031 when implementing universal preschool education for preschool children from 3 to 5 years old; free tuition for preschool children, middle school students, high school students; no tuition fees for primary school students in public educational institutions and teaching 2 sessions/day without fees.
The Ministry of Home Affairs also noted that localities need to widely inform about recruitment needs, have mechanisms and policies to attract teachers (including: pedagogical students, excellent students graduating from teacher training majors or excellent students graduating from other majors who wish to apply to become teachers...) to work in the locality.
Proactively review the number of teachers who have not yet met the standard qualifications as prescribed in Article 72 of the 2019 Education Law, make plans, sign contracts with universities assigned to train teachers to conduct training to meet the standard qualifications as prescribed in the 2019 Education Law...
Review and transfer teachers from places with surplus to places with shortage
One of the important solutions is to review and transfer teachers from areas with surplus to areas with shortage, and at the same time study support policies for teachers who are subject to transfer, especially those working in remote areas, areas with difficult economic conditions, inconvenient transportation... and commit to accepting them back after the transfer period ends if the teachers have a need.
Place orders and assign tasks at public preschool and general education institutions in areas with favorable conditions for socialization, socio-economic development, and densely populated industrial zones to increase the number of public educational institutions that are autonomous, increase the number of employees receiving salaries from career revenues, reduce the number of employees receiving salaries from the state budget, and meet the goals of Resolution No. 19-NQ/TW8; at the same time, promote decentralization to educational institutions in recruiting or signing teacher contracts according to norms, ensuring timely resolution of the current surplus and shortage of teachers.
In case the number of teachers is not enough to meet teaching needs, it is recommended that localities base on the provisions of Decree No. 111/2022/ND-CP to sign labor contracts for professional and technical work at local public educational institutions, ensuring compliance with actual needs.
Synthesize the staffing needs of the education sector according to the guidance of the Ministry of Education and Training in Document No. 1627/BGDĐT-NGCBQLGD dated April 11, 2025 and Document No. 3448/BGDĐT-NGCBQLGD dated June 27, 2025, send to the Ministry of Education and Training and at the same time send to the Ministry of Home Affairs for synthesis and reporting to competent authorities for consideration according to regulations.
