Transformation from the grassroots

One early autumn morning, at the Thuan Hoa ward headquarters, the working atmosphere was urgent and orderly. An old woman came to ask about policies, a young businessman registered his business, students asked for confirmation of documents... All were enthusiastically guided at the reception desk located in the center. "Before we had to wait in line, now the procedures are easy and quick," said Ms. Ngo Thi Thanh Lan, a resident of residential group 6, with a relieved smile.

In Thuy Xuan ward, Mr. Nguyen Dinh Thang's family was surprised when, after just over two weeks, they received the Land Use Rights Certificate, the documents were transferred from the old District Public Administration Center. "We thought the merger would be delayed, but unexpectedly it was processed so quickly. The whole family is very happy," Mr. Thang shared.

According to Mr. Dang Huu Hai, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Thuy Xuan Ward, right from the beginning of operating the CQDP2C model, we determined that we had to proactively review and quickly resolve administrative procedures, especially documents transferred from the old district. The ward also focused on simplifying the process, minimizing late documents, while strengthening staff training, supporting people to access online public services, cashless payments... "Not only doing administrative procedures, the ward also proactively supports businesses to access information on land, premises, investment and construction procedures under its authority. People's feedback via the Hue-S application is also received and processed on the same day," Mr. Hai informed.

As of early August, the rate of correct and early resolution of records in the entire city reached over 99%. The previous situation of overlapping focal points and responsibilities has been overcome. Not only streamlining the apparatus, Hue also affirmed its leading position in the country in digital reform. Less than a month after operating CQDP2C, Hue became the first locality in the country to achieve 100% of units deploying online public services throughout the process, from the department and branch level to the commune and ward level. This is not only a technical step forward but also a transformation in thinking, modern and transparent public administration, focusing on people's convenience. As of the end of July, the rate of online records submission in the entire city reached nearly 88%, ranking 6th in the country.

Many typical units such as the Department of Home Affairs, Science & Technology, Justice, Construction, Culture & Sports, Industry and Trade... have all completed ahead of schedule, demonstrating the consensus of the whole system. People can sit at home to submit documents, look up, and receive results conveniently, quickly, without incurring costs or hassles.

Touch every beat of life

The story of transformation does not stop at administrative procedures. The CQDP2C model has breathed new life into the way we approach people, from listening, dialogue to action.

Recently, the People's Committee of An Cuu Ward organized a dialogue with traders in alley 19 Dang Van Ngu in the ward. The ward leaders listened and answered the traders' questions. The meeting took place in a democratic and open atmosphere. Traders felt satisfied when the government promptly resolved the difficulties. Traders committed to trading in a civilized manner, keeping the environment clean, not encroaching on the streets and sidewalks; at the same time, they agreed to join hands with the ward to build a clean and orderly urban area. Ms. Hoang Thi Nhu Thanh, Chairwoman of the People's Committee of the ward, affirmed that the government always creates conditions for people to develop the economy , and also requires each business household to comply with regulations, maintain hygiene, and behave civilly with the community.

The ward also coordinated with the Hue City Development Research Institute to assess the current state of infrastructure and population, and propose long-term development solutions. Being adjacent to famous landscapes such as Ngu Binh Mountain, Thien An Hill, Huyen Tran Princess Temple, etc., An Cuu aims for green, sustainable planning, improving the quality of life of the people, and harmoniously developing between tradition and modernity.

Not only setting a common goal, An Cuu ward also established specific criteria to become a “livable ward”: No drugs, no theft, no uneducated children, no litter in public places, a government close to the people, respecting the people, serving the people. Each criterion is both a goal and a commitment for a civilized, safe, and proud Hue.

From the practical transformation of each commune and ward, Hue city has established a general orientation for the entire area. Right from the first day of operating the CQDP2C, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Nguyen Van Phuong signed and issued Directive No. 10, directing the implementation of the CQDP2C model and building comprehensively developed communes and wards. Establishing the purpose of building communes and wards into "safe places to live - convenient to work - good places to come". All arising issues from security and order, pollution, social evils, fires and explosions to food safety... are firmly grasped, detected from the root, and handled on the spot. Through the Hue-S application, people can easily report any shortcomings and incidents arising in residential areas. The government will receive and resolve opinions on the same day, helping to ensure that no matter how small the problem is, it is not overlooked.

80 years after independence, the spirit of serving the people is still the guiding principle for all reforms. The initial results from the CQDP2C model in Hue city are the belief and the fulcrum for the next stage. Innovation and the desire to rise up will continue to be the driving force for Hue to perfect the modern government model, build a transparent, smart, and effective public administration, and move towards a "green - clean - bright - safe - friendly" city, worthy of being a unique cultural center and a bright spot in administrative reform of the whole country.
