On the afternoon of September 30, at Quang Minh commune, Hanoi city, General Secretary To Lam and the National Assembly delegation of Hanoi city met with voters of 9 communes (Soc Son, Da Phuc, Noi Bai, Trung Gia, Kim Anh, Me Linh, Yen Lang, Tien Thang, Quang Minh) before the 10th session of the 15th National Assembly.

At the meeting, voters expressed their concern about many current issues, including the capacity of officials at the commune level, decentralization and the activities of two-level local governments.
According to Mr. Nguyen Van Son, a voter of Quang Minh commune, Hanoi: "I propose that the Central Government and the city continue to decentralize more strongly to the grassroots level. Currently, after the reorganization, commune-level officials have basically ensured enough capacity and qualifications to implement the decentralized content. Decentralization will help localities be proactive, creative, and promote development in the spirit of local decision, local action, and local responsibility."
General Secretary To Lam, National Assembly Delegate of Hanoi, said: "Before October 15, complete the mobilization and arrangement of enough professional staff to manage land, planning, construction, finance, information technology, education and health management at the ward and commune levels. Complete the settlement of overdue administrative records and procedures, do not let the work of people and businesses be blocked. At the same time, continue to strengthen decentralization and delegation of power from the city to the ward and commune levels, in conjunction with all resource conditions, in accordance with the main directions and instructions of the Central Government."

Voters also expressed their opinions on institutional issues, legal policies related to land and planning, and hoped that regulations related to land allocation and land use would be adjusted, supplemented, and amended at the 10th session of the National Assembly.
Also at the meeting, General Secretary To Lam informed voters about the socio-economic situation of the whole country, according to which, over the past 9 months, many targets have been achieved and exceeded.
Regarding preparations for the 14th National Party Congress taking place early next year, General Secretary To Lam emphasized that this is an important political event for the country, and so far the Sub-committees are vigorously carrying out many tasks, ensuring the right progress for the Congress to take place successfully.
