Ha Tinh Provincial Party Congress: Striving to be a new growth pole, an energy industry center

Attending the Congress were: former General Secretary Nong Duc Manh; former Presidents Nguyen Minh Triet and Truong Tan Sang; former Chairmen of the National Assembly Nguyen Sinh Hung and Nguyen Thi Kim Ngan; Comrade Tran Hong Ha, member of the Party Central Committee, Deputy Prime Minister; Comrade Uong Chu Luu, former Vice Chairman of the National Assembly; leaders and former leaders of the Party and State; leaders of central departments, ministries, branches and mass organizations; leaders of Ha Tinh province through the periods; leaders of provinces and cities; veteran revolutionaries, Vietnamese Heroic Mothers and 400 official delegates representing more than 102,000 Party members, representing the will, intelligence and solidarity strength of the entire Party Committee.

Speaking at the Congress, Comrade Tran Cam Tu, Politburo member, Standing member of the Secretariat, sent the Politburo, Secretariat, and General Secretary To Lam's deep condolences to the Party Committee, government, and people of Ha Tinh province for the heavy impacts and damages caused by storm No. 10. He hoped that the entire political system and all classes of people in Ha Tinh would soon overcome difficulties, overcome the consequences of natural disasters, stabilize their lives, and continue to strive to successfully complete all assigned tasks.

Affirming that Ha Tinh is a locality rich in revolutionary tradition and emphasizing some outstanding results the province has achieved in the past term, comrade Tran Cam Tu congratulated and commended the efforts, struggles and comprehensive results of the province, contributing positively to the overall achievements of the whole country.

Entering the 2025-2030 term, Ha Tinh is facing many favorable opportunities when the country is striving to develop strongly, many important policies, decisions and strategic orientations are opening up new development drivers. Emphasizing this, the Standing Member of the Secretariat stated that the achievements after nearly 35 years of re-establishment of the province have created a solid foundation, potential, advantages and development orientation to 2030, with a clear vision to 2050.

The socio-economic infrastructure is increasingly being improved, the investment and business environment continues to improve, and many large projects are being attracted, creating new driving forces. The rearrangement of administrative units and the implementation of a two-level government model with a streamlined apparatus are strategic turning points, creating an important basis for innovating leadership methods, improving the effectiveness and efficiency of state management, and promoting comprehensive and sustainable development in the coming period.

The Standing Secretariat highlighted a number of tasks for the Congress to continue to discuss, and for the Party Executive Committee of the next term to lead and direct better implementation in the coming time. Specifically, the province must continue to identify building and rectifying the Party and a clean and strong political system as the key task, deciding the success of development goals. Persistently build a clean and strong Party organization in terms of politics, ideology, ethics, organization and cadres; constantly improve leadership capacity and fighting strength; maintain solidarity and unity within the Party organization, considering this as an endogenous source of strength, the foundation of all successes.

Strictly implement the Central Committee's resolutions and conclusions on Party building and rectification, and the study and following of Ho Chi Minh's ideology, morality and lifestyle, and regulations on setting examples and revolutionary ethical standards for cadres and party members in the new period; on education on thrift, integrity, impartiality, and selflessness; proactively prevent and repel degradation in political ideology, morality, lifestyle, "self-evolution" and "self-transformation" among a number of cadres and party members.

At the same time, continue to strongly innovate the work of cadres, ensuring objectivity, democracy, substance and efficiency. Build a team of leaders and managers at all levels of the political system that are truly exemplary, with advanced thinking and management capacity, meeting the current requirements of development and breakthrough. Have specific and practical measures and solutions to encourage and protect dynamic, creative cadres who dare to think, dare to do, dare to take responsibility and dare to make breakthroughs for the common good. Strengthen inspection and supervision work, strictly maintain Party discipline and order, focus on internal affairs, continue to promote the fight against corruption, waste and negativity.

Comrade Tran Cam Tu proposed to build an honest and effective government apparatus that meets the requirements of the two-level local government model. The Party Committee needs to focus on leading and directing innovation in management thinking in the direction of "creative and serving government", building a team of grassroots cadres with good qualities, comprehensive capacity, scientific working methods, close to the people, understanding the people, wholeheartedly and devotedly serving the people.

Promote administrative reform, digital transformation, improve the efficiency of the Public Administration Center, digitize records and data, build a transparent and convenient digital government for people and businesses. Strengthen inspection and supervision, promptly remove and strictly handle violations. At the same time, improve the quality of activities of the People's Council at the commune level, innovate the content and methods of operation of the Fatherland Front and socio-political organizations, consolidate the great national unity bloc, and strengthen the close relationship between the Party and the people.

Strive to be a new growth pole, a large-scale energy industrial center

Comrade Tran Cam Tu suggested that Ha Tinh province should focus on leading rapid and sustainable economic development, considering this as the central task; closely follow, promptly and fully update and seriously and effectively implement major policies, decisions, and Resolutions of the Central Committee, the Politburo, the Secretariat, especially Resolution 26 of the Politburo on "Socio-economic development and ensuring national defense and security in the North Central and Central Coast regions to 2030, with a vision to 2045"; important Resolutions of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; on private economic development; on international integration in the new situation, on innovation in law-making and enforcement; on breakthroughs in education and training development and in strengthening the protection and care of people's health.

Ha Tinh exploits all potentials and strengths, mobilizes all resources and economic sectors, takes science and technology and innovation as driving forces, takes solidarity and unity as strength, takes resources within the province as the main source, resources outside the province as important to invest in rapid and sustainable economic development, strives to achieve the target of double-digit growth, contributing to the common goal of the whole country.

Along with that, the province continues to innovate the growth model, restructure the economy, improve labor productivity, analyze and clearly identify potential differences, outstanding opportunities, and competitive advantages to determine appropriate development goals and directions. Focus on timely and effectively implementing key tasks and strategic breakthroughs approved by the Congress.

Ha Tinh promotes the development of digital economy, green economy, circular economy, focuses on in-depth and modern industrial development, prioritizing advantageous industries such as steel production, electricity, automobiles and renewable energy projects. Continue to consider agricultural economy as a pillar, promote structure towards focusing on large-scale commodity cultivation, higher productivity, quality and efficiency.

The province prioritizes the development of products, key products, and typical advantages of the province and effectively implements the National Target Program on new rural construction. Builds agriculture in the direction of current rural ecological agriculture and civilized farmers.

Ha Tinh holds a strategic position on the North Central axis - the East-West economic corridor connecting with Laos, Thailand, and the East Sea through Vung Ang - Son Duong port. According to the Standing Secretariat, the requirement for comprehensive cultural and social development, improving the quality of resources, and taking care of people's lives is highlighted. Economic development must go hand in hand with cultural development. Regularly consolidate and enhance the assurance of local military and defense tasks, maintain political security, social order and safety, build a solid national defense posture, a people's security posture, and a strong people's heart posture to prevent and combat high-tech crimes, drug crimes, and transnational crimes...

Comrade Tran Cam Tu requested the delegates to uphold their sense of responsibility, promote democracy, discuss and contribute profound opinions to the draft documents; at the same time, objectively, impartially and wisely select and elect exemplary comrades who meet the conditions and standards, ensuring the quantity, structure and ratio according to regulations to participate in the Provincial Party Committee for the new term and delegates representing the will and aspirations of the entire Party to attend the 14th National Congress of the Party.

Emphasizing that the Congress will only be truly successful when the set goals and targets are successfully achieved and the material and spiritual life of the people is improved, comrade Tran Cam Tu suggested continuing to do a good job of propagating the Congress so that the entire Party Committee, the entire political system and the people of Ha Tinh can have a deeper and more complete understanding of the results and together strive to successfully implement the Resolution of the Congress.

The Standing Secretariat expressed confidence that with the glorious revolutionary tradition and the brave and resilient people of Ha Tinh, the achievements gained, along with the aspiration for development and new determination, new spirit, new motivation, the Party Committee, government and people of Ha Tinh will unite, join hands, and be unanimous, continue the innovation process to successfully implement and excellently complete the set goals and tasks.

On behalf of the Party Committee, people of Ha Tinh and the entire Congress, Provincial Party Secretary Nguyen Duy Lam accepted the direction of Standing member of the Secretariat Tran Cam Tu; at the same time, affirmed that the Provincial Party Committee will continue to inherit and promote tradition, determined to successfully implement the Resolution of the 20th Congress, contributing with the whole country to build a rich, prosperous and happy country.

At the Congress, the Head of the Ballot Counting Committee reported the election results of the 20th Provincial Party Executive Committee for the 2025-2030 term, consisting of 55 comrades.

* On the same morning, the Congress listened to a number of speeches by comrade Nguyen Nhu Dung, member of the Provincial Party Committee, Deputy Head of the Standing Committee of the Provincial Party Committee's Organization Committee, with the content: "Building a team of grassroots cadres and civil servants with sufficient qualities, capacity and prestige to meet the requirements and tasks when implementing the 2-level local government model"; comrade Nguyen Viet Truong, Director of the Department of Culture, Sports and Tourism, gave a speech with the content: "Building and promoting the cultural values ​​and people of Ha Tinh in the new integration period".

The congress takes place from September 30 to the afternoon of October 2, 2025.
