
Mr. Nguyen Manh Cuong, Head of Power System Development Department, Institute of Energy said: In 2020, according to the coordination program between the Institute of Energy and the People's Committee of Lang Son province, we conducted research to assess the potential of renewable energy sources in the province, including wind power. Through research and preliminary assessment, Lang Son is one of the provinces with the best wind potential in the Northern region with a total theoretical wind power potential of over 27,500 MW.
To maximize this potential, the Department of Industry and Trade has coordinated to develop a master plan for wind power in the province; advised the Provincial People's Committee to propose the Ministry of Industry and Trade to consider and supplement the plan for wind power development in Lang Son province into the National Power Development Plan for the period 2021-2030, with a vision to 2050 (Power Plan VIII).
According to the Plan to implement Power Plan VIII, Lang Son province is planned to develop 22 onshore wind power projects with a total capacity of 1,444 MW.
Mr. Dinh Ky Giang, Deputy Director of the Department of Industry and Trade, said: Immediately after the VIII Power Plan and the plan to implement the VIII Power Plan were approved, the Department of Industry and Trade advised the Provincial People's Committee to issue Decision No. 2072 dated November 23, 2024 on the establishment of the Provincial Power Development Steering Committee; advised the Provincial People's Committee to issue documents directing relevant departments and branches to review and update the list of wind power projects in land use planning, construction planning, new rural planning... At the same time, the Department also advised the Provincial People's Committee to report and recommend the Government , central ministries and branches to remove obstacles related to connection plans, issuance of ceiling prices for electricity generation and investor selection mechanisms... In addition, the Department of Industry and Trade also actively guides enterprises to conduct research, survey wind measurement, and prepare documents to propose wind power projects in the province.
Up to now, 19 out of 22 projects in the province have conducted research and wind measurement. Of these, 12 projects have basically completed wind measurement in over 12 months. The Department of Finance has also received 10 wind power project proposals.
In June 2025, the Department of Industry and Trade and the Department of Finance worked directly with 10 enterprises with project proposal documents, and at the same time guided investors to supplement and complete the documents. As a result, the Department of Industry and Trade has coordinated to complete the appraisal of 4 documents submitted to the Provincial People's Committee for approval of project information, thereby serving as a basis for inviting interest and bidding to select investors according to regulations.
In addition to the results achieved, despite many efforts in implementation, the progress of investment procedures for the construction of wind power plants is still slow. The reason is that the current system of legal documents regulating implementation and selection of investors is slow and inconsistent. Up to now, the preparation of 1/2000 scale zoning plans for wind power projects has not been guided in a unified manner, causing difficulties for the province in researching and implementing the application.
Along with that, the coordination between research and survey enterprises and the People's Committees at the commune level in some projects is not synchronous and tight; the updating of land use planning and construction procedures in some communes and wards has not been implemented promptly, causing difficulties in completing project documents.
Mr. Nguyen Duc Thuong, Vice Chairman of the Board of Directors of An Xuan Energy Joint Stock Company (Hanoi) said: Since 2021, the unit has conducted surveys in the localities of Lang Son province. Accordingly, the unit is interested in and proposed to invest in the construction of a wind power plant project in Chau Son commune with a total project capacity of 90 MW. The company has conducted surveys and basically completed the steps to be able to make investments; develop plans to build wind turbines... However, due to the central government's regulations related to procedures for approving investment policies for wind power projects that have not been unified, up to now, the company has not been able to implement the investment and construction steps. Currently, the company is waiting for specific instructions from the relevant authorities to carry out the next investment steps.
In order to ensure that the wind power potential is not left untapped, in the coming time, the Provincial People's Committee will continue to direct departments and branches to increase support and urge investors to complete project proposal documents; guide and urge the People's Committees of communes in the project area to review, update and complete related construction and land planning. The Department of Industry and Trade, based on the approved project proposal, will organize the preparation of documents inviting interested investors to implement wind power projects.
The development of renewable energy, including wind power, is a strategic orientation of the country and a sustainable development opportunity for the provinces. It is believed that with the activeness and proactiveness of the Provincial People's Committee and related departments and branches, difficulties and obstacles will soon be resolved, thereby speeding up the progress of implementation and completion of construction, contributing to ensuring energy security and promoting socio-economic development in the area.
