In 2025, the first batch of students studying the 2018 General Education Program will take the high school graduation exam.
The learning methods and content of the 2018 General Education Program have many differences, so the testing methods will also have many changes.
Regarding the plan to organize graduation exams from 2025, Mr. Huynh Van Chuong, Director of the Department of Quality Management, Ministry of Education and Training (MOET), said that the exam will be organized by subject.

11 subjects include: Literature, Math, Foreign Language, History, Physics, Chemistry, Biology, Geography, Economic and Legal Education, Information Technology, Technology (actually 17 subjects because Foreign Language includes 6 subjects corresponding to each language). Of which, some subjects are compulsory and some are optional.
The test content will closely follow the objectives of the 2018 General Education Program, mainly the 12th grade program. The test questions will focus on enhancing capacity assessment, in accordance with the regulations and implementation roadmap of the 2018 General Education Program.
Regarding the exam format, Literature is in essay format; the remaining subjects are in multiple choice format. The question bank and exam papers for all subjects are built with an emphasis on competency assessment.
Mr. Chuong said that the Ministry of Education and Training is aiming to hold the exam in June. "We will try to hold it around the end of June, around June 20-30," Mr. Chuong said.
Regarding the graduation recognition method, to evaluate teaching and learning capacity, according to Mr. Chuong, the results of the process assessment and the graduation exam results will still be combined. "This is one of the contents that needs to be further researched. Currently the ratio is 70-30, we will research whether the ratio can be 50-50 or if there is a better way" - Mr. Chuong shared.
Regarding the implementation roadmap, the Director of the Department of Quality Management said that in the period of 2025 - 2030, the high school graduation exam will continue to maintain the paper-based exam method; at the same time, increase the effective application of information technology, gradually pilot computer-based exams for multiple-choice subjects in qualified localities (can combine paper-based exams and computer-based exams).
