To prepare thoroughly for this work, Hanoi National University proposed that the Ministry of Education and Training soon have a plan and instructions for the inspection and testing of exams related to the characteristics of the computer. In particular, pay attention to the contents of inspection and testing of exam preparation, exam preparation, exam score data; exam supervision; after the exam; inspection and testing of exam organization at exam sites. In addition, review and soon issue a handbook for inspectors to perform inspection and testing according to the computer-based exam regulations as well as detailed instructions for inspectors and testers at exam sites.
Based on the experience of implementing inspections and examinations of the HSA competency assessment exam of Hanoi National University over the years, the representative of this unit said that it is necessary to review the technical infrastructure conditions at the exam sites to meet the conditions for implementing the exam on computers. In addition, Mr. Vinh Bao Ngoc also noted that the work of ensuring security, confidentiality, and preventing cheating of the exam needs to be focused on and strengthened.
In particular, Mr. Vinh Bao Ngoc noted the process of handling complaints from candidates when taking the exam on the computer and the post-checking work of the exam. Speaking more about this point, Mr. Ngoc said that it is necessary to pay attention to unexpected situations that can occur with the exam on the computer. For example, in the first year of organizing the HSA exam, there was a situation where a transformer exploded, causing a power outage and there were complaints from candidates, but after the first year, the school learned from experience in handling the situation.
To prepare for the pilot testing on computers from 2026, the representative of Ho Chi Minh City University of Education said that the Ministry of Education and Training needs to soon develop a detailed roadmap, including: investing in facilities (computers, stable internet); training technical human resources and setting up backup plans for incidents such as power outages and software errors. In particular, there needs to be a priority plan for mountainous provinces where technology infrastructure is limited.
Meanwhile, a representative of Nha Trang University noted that 2026 is the first year of organizing the high school graduation exam according to the new administrative boundaries, the scale, area and scope of the examination council will be wider. Therefore, the establishment of inspection teams to carry out this task will have the coordination of more universities at one examination council.
Ho Chi Minh City National University also believes that in areas with a large number of candidates and a wide geographical area like Ho Chi Minh City, the organization of the test needs to be adjusted appropriately. One of the feasible solutions is to establish independent test clusters, each cluster is in charge of a reputable university .
