Proposal to abolish the title of teaching assistant and not classify university lecturers

The Ministry of Education and Training has just announced the Draft Circular regulating professional standards for university lecturers. A notable new point is that the Draft removes the title of “teaching assistant” (grade III, code V.07.01.23). The Ministry of Education and Training explained that this adjustment comes from the draft Law on Higher Education, which stipulates that a teaching assistant is only a person who performs teaching support tasks and is no longer classified as a teaching officer.

In addition, the new Draft also changes the way the professional titles of lecturers are called. Instead of being classified (grade III lecturer, grade II main lecturer, grade I senior lecturer), now there are only the following names: Lecturer; Main lecturer and Senior lecturer (without using the term "grade").

The new system only has the following names: Lecturer; Senior Lecturer and Senior Lecturer (instead of using the term "rank" as before).

Regarding training and development standards, the draft basically remains the same, but changes the name of the certificate from "Having a training certificate according to the professional title standards of lecturers" to "Having a training certificate according to professional standards of lecturers".

The competency standards of lecturers are more clearly defined, divided into 3 levels: Lecturer, main university lecturer and senior university lecturer.

Accordingly, main university lecturers must meet the following requirements:

Regarding training and development level, it is required to have a master's degree or higher suitable for the job position, industry or teaching major; Have a certificate of professional training for university lecturers.

Regarding professional and technical competence, the candidate is required to have solid knowledge of the subjects assigned to teach and basic knowledge of some related subjects in the assigned training major; Understand and effectively implement the objectives, plans, contents and programs of the subjects assigned to teach. Timely grasp the practical requirements of the training major.

Preside over the implementation of at least 1 basic-level or higher-level scientific and technological task that has been accepted as Qualified or higher.

Preside over or participate in compiling at least 1 training book that has been appraised, accepted by the scientific council and put into use in training and fostering at university level or higher, suitable for the industry, major taught or trained and has an international standard ISBN code;

Author of at least 3 scientific articles whose scientific research has been published in scientific journals with international standard code ISSN.

Have the ability to apply information technology and use foreign languages in performing the tasks of a full university lecturer.

University lecturers are eligible to register for promotion to the position of full university lecturer when they meet professional standards; have held the professional title of university lecturer or equivalent for at least 6 years for those with a master's degree; 4 years for those with a doctorate; of which at least 1 year (12 months) must be held the professional title of university lecturer.

Senior university lecturers must meet the requirements:

Regarding training and development level: Lecturers have a doctorate degree appropriate to the job position, industry or teaching major; Have a certificate of professional training for university lecturers.

In terms of professional and technical competence, senior university lecturers must have in-depth knowledge of the subjects they are assigned to teach; have a firm grasp of the reality and development trends of training and scientific research in their field.

Preside over the implementation of at least 2 basic-level science and technology tasks or 1 higher-level science and technology task that has been accepted as Qualified or higher;

Supervising at least 2 students to be awarded a master's degree or supervising or assisting at least 1 doctoral student (for lecturers teaching majors in the health sciences group, supervising 1 student to successfully defend his/her thesis or residency is counted as supervising 1 student to be awarded a master's degree;

For lecturers teaching art majors, the main or secondary supervision of a PhD student can be replaced by a research or creative work that has won a prestigious award at home and abroad;

For lecturers who do not participate in guiding master's theses or doctoral theses, the number of accepted scientific research topics must be twice the number of scientific research topics);

Preside over the compilation of at least 1 training book that has been appraised, accepted and put into use by the scientific council in training and fostering from university level or higher, suitable for the industry, major of teaching or training, with an international standard ISBN code;

Author of at least 6 scientific articles whose scientific research has been published in scientific journals with international standard code ISSN.

The draft stipulates that university lecturers are eligible to apply for promotion to the position of senior university lecturer when they meet professional standards; they must have held the professional title of university lecturer or equivalent for at least 4 years. Of which, they must have held at least 1 year (12 months) of the professional title of university lecturer.
