Coming to Dinh Hoa commune, my first impression is the peaceful countryside space, open landscape and environment, friendly and gentle people. The roads to the hamlets and villages are paved with asphalt or concrete, have trees and street lights, ensuring the criteria of bright, green, clean and beautiful. The hamlet cultural house, sports area and playground are invested synchronously.

The commune has 30 hamlets, 257 self-governing people's groups, with 11,575 households and 56,675 people; it is an area with a large number of ethnic minorities, accounting for 51.67% of the population, mainly Khmer people. Each family joins hands to build a cultural family, a cultural hamlet, and a cultural residential area. People actively participate in cultural, artistic, physical education and sports movements, unite to help each other develop the economy, and build happy families. Every year, 96% of the commune's families achieve the title of cultural family, 100% of hamlets maintain the title of cultural standard hamlet. The political security, order and social safety situation in the area is stable.

According to Mr. Ngo Thanh Hung - Chairman of the People's Committee of Dinh Hoa commune, the Party Committee and the People's Committee of the commune closely followed the resolutions, directives and instructions of the superiors on culture, especially the movement of the whole people uniting to build a cultural life to build an implementation plan that closely matched the local situation. During the implementation process, the commune linked the implementation of the movement with the construction of new rural areas, regularly innovating the content and forms of propaganda to raise people's awareness of the role and importance of culture and the movement. Thanks to that, the movement has increasingly spread widely, comprehensively affecting all aspects of life, making an important contribution to the transformation of the countryside. The active and voluntary participation of the majority of people in the area has formed a civilized and modern lifestyle in families and communities, contributing to building a healthy cultural environment and promoting traditional cultural values of the nation.

The work of cultural development, building people, cultural environment, social ethical standards, and cultural families has been widely replicated. Traditional cultural values, good customs and practices have been preserved and promoted. The highlight for Dinh Hoa commune to become a bright spot in building grassroots cultural life is the attention and participation of local Party committees, authorities, associations, and organizations, and the enthusiastic support of the people. Building cultural families is a central and consistent task in the process of implementing the movement of the whole people uniting to build a cultural life.

The commune actively propagates and widely disseminates the criteria for recognizing cultural families among the people; puts the criteria for building cultural families into the conventions of hamlets and residential areas for people to seriously implement. At the same time, attach the criteria for building cultural families to the content of movements such as: "Building a prosperous, equal, progressive, happy family", "Family of 5 no, 3 clean", practicing a civilized lifestyle in weddings, funerals and festivals. Ms. Danh My Ngoc, residing in Hoa Hon hamlet, Dinh Hoa commune, shared: "The criteria for evaluating cultural families are easy to understand and close to life, so we are very sympathetic and responsive to join hands with the government and local authorities to build a progressive cultural lifestyle. Along with that, Dinh Hoa commune encourages residential areas to establish cultural, artistic, physical education and sports clubs and teams. Every year, the commune maintains and organizes cultural, artistic and sports exchanges at the commune level for people to participate. The completion of the system of cultural and sports institutions from commune to hamlet, the socialization of physical education and sports is of interest to the commune, thanks to which more investment is made in facilities and playgrounds. The physical education and sports movement among the people is increasingly developing, the number of people participating in regular physical exercise accounts for 25% of the population. The system of playgrounds, training grounds, cultural and sports institutions are well managed and promoted, meeting the needs of meetings, entertainment and activities of local people.

The movement of the whole people uniting to build a cultural life associated with building new rural areas has strongly aroused the spirit of solidarity of the people in shifting the structure of crops and livestock, helping each other develop the family economy , sustainably reducing poverty, building a cultural and civilized lifestyle, promoting socio-economic development. People's lives are increasingly improving, the average income per capita is more than 72 million VND/year, the multidimensional poverty rate of the commune has decreased to 2.49%.
