According to the Prime Minister , in recent times, the Government has had many drastic instructions and timely solutions to remove difficulties, speed up the implementation of real estate projects, control and stabilize the market. However, in some areas and localities, real estate and housing prices have continuously increased, far exceeding the financial capacity of the people.
To promptly promote investment projects and increase the supply of housing products, Prime Minister Pham Minh Chinh requested ministries, branches and localities to focus on perfecting institutions, policies and laws on housing; minimize administrative procedures to create conditions for people to own houses. Strengthen management of the real estate market, business activities and real estate transfers; focus on directing and urging the promotion of social housing development to exceed the target of 100,000 social housing units in 2025.

The Prime Minister assigned the Ministry of Construction to preside over the research, review and completion of legal documents on housing and real estate business to promptly resolve difficulties and problems arising in practice. In particular, it is necessary to propose solutions to control prices to ensure compliance with market rules, state management and the people's right to housing and accommodation; urgently develop policies on renting and leasing houses for low-income people.
The Ministry of Finance urgently reports on real estate tax policies before October 15; coordinates with the Ministry of Construction and relevant ministries to research and implement digital transformation to connect procedures from real estate transactions, notarization, taxes and land transaction registration in the electronic environment.
The Ministry of Agriculture and Environment needs to promptly complete legal documents related to the land sector, especially planning, land use plans, land allocation, land lease, land price determination... to remove difficulties and obstacles related to land prices; strengthen the role of the State in controlling land prices and regulations on land use fee collection to ensure compliance with land laws and people's incomes.
The Governor of the State Bank proactively manages monetary policy flexibly and effectively; has solutions to manage, appraise, and carefully evaluate when granting credit to real estate projects showing signs of "inflating" and "pushing up prices".
Localities review the organizational structure, consolidate a Steering Committee on housing policy and real estate market of the province; accelerate the implementation of projects, complete social housing targets on schedule. Direct relevant units to review, organize the establishment and publication of project information, land locations planned for investment in social housing construction; strictly implement regulations on reserving land for workers' accommodation in industrial parks and 20% of residential land in commercial housing projects and urban areas for investment in social housing development according to the law.
Chairmen of People's Committees of provinces and centrally run cities shall immediately cut down and reform administrative procedures; arrange human resources in the fields of planning, land, construction, housing, and real estate; promptly establish plans and publicize projects, new urban areas, housing projects, especially social housing projects; strengthen inspection and supervision of real estate brokerage activities in the area to prevent "spreading rumors" and "disturbing" the market.
